Mark Smith knows and he said they expect the FS to be done by year end (2016) assuming they don't get slowed down by Christmas.
They did not say anything of the sort.
The FS is due out by the end of 2016 people keep the friggin thing straight.

We could build two pipelines. (Or using existing) one bringing in fresh water to site which would be used to dilute our salted water before it is sent back to the Missouri river. Win Win with another 33 million from contingency.
Heck the Towns folk could even tap into our fresh water line, fire hydrants etc.

I believe it could possibly be take over agreements (M&A) of some sort or another to do with IBC and / or Largo.
Keep in mind before Mark and our team got involved with both of these companies they were not in the best of positions to negotiate his helping hand.
Pure speculation on my part but it fits in just as many other scenarios could as well.
Sounds like it has to be something proprietary and secret, like Colonel Sanders recipe.
So what could possibly be proprietary and secret that NioCorp. has? Can it be metallurgical?
And the dates are still confusing to me.

The Last batch of Pilot tests showed runs of approximately 5 days each, and during the Virtual Conference Mark stated the last one was running.(I think) So we can assume the last run would be completed and NR worthy shortly.
