The discovery of the 17-page letter was first reported by the New York Times.
'We believe the report and document are credible. We take the report seriously,' said Brigadier-General Mark Kimmitt, a US military spokesman. He said the letter would be made public later.
The letter, military officials believe, was written by Abu Musab Al-Zarqawi, a Jordanian suspected of having ties to Al-Qaeda. Reports indicated that the letter was intended for senior leaders of Osama bin Laden's terrorist network.
'We are persuaded that Al-Zarqawi was the author of the letter. It is our understanding that this letter was being taken out of the country for delivery abroad,' Brig-Gen Kimmitt said.
Mr Senor said the document detailed 'a strategy of provoking violence, targeted at Shi'ite leaders, that would result in reprisals against other ethnic groups within the country'.
The US authorities blame Al-Qaeda, loyalists of deposed Iraqi leader Saddam Hussein and other groups for the ongoing attacks on American troops.
On Monday, two US soldiers were killed and five wounded in an explosion as they disposed of weaponry in Sinjar, about 120km west of the northern city of Mosul.
The blast brought the US death toll in Iraq to more than 530 since the March invasion, according to an AP tally.
A previously published report indicated that the letter from Al-Zarqawi, which was on a computer disk, expressed concern that religious extremists were failing to attract support in Iraq.

US forces in Iraq have taken into custody another of the Pentagon's top-55 most-wanted officials from toppled president Saddam Hussein's government.
Muhsin Khadr al-Khafaji, identified as the former Ba'ath Party chairman and commander of the Ba'ath militia in the Qadasiyah governorate, was designated as No. 48 on the US list and was the "three of diamonds" in the deck of playing cards given to troops who searched for Iraqi fugitives.
Officials, speaking on condition of anonymity, offered no details on the circumstances surrounding al-Khafaji's apprehension, including the location or whether he surrendered or was caught in a raid.
Saddam's former lieutenant, Izzat Ibrahim al-Douri, is the highest-ranking official on the list who remains at large, coming in at No. 6.
On Monday, the US army distributed a new poster offering a total of $US16.5 million ($21.6 million) for the capture of the five most wanted men suspected of leading the insurgency in Iraq and of terror attacks.
The picture of Al-Duri was first on the list, with a $US10 million bounty.
Next came Abu Musab al-Zarqawi, a Jordanian said to be leading an al-Qaeda affiliated terror group operating in Iraq, who has a $US5 million price on his head.
A member of the Ba'ath party command, Mohammed Yunes al-Ahmad, is worth $US1 million to whomever turns him in.
Numbers four and five on the list each have $US250,000 bounties.
They are Abdulbaki Abdulkarim Abdullah al-Saadun, the head of the Ba'ath party military bureau in Diyala province, east of Baghdad, and Moamar Ahmad Yussef al-Jaber, of unspecified nationality, who is described as "the deputy of a terrorist chief".
The three Iraqis are "wanted for encouraging and directing efforts against the [US-led] coalition and the Governing Council", according to the text of the poster published in Arabic by the 1st Armoured Division.
Al-duri and Al-Saadun are also on the 55 most-wanted list.
Al-Zarqawi and Al-Jaber are "wanted for planning and co-ordinating the efforts of the Zarqawi terror group", said the poster.
Al-Zarqawi, whose real name is Fadel Nazzal al-Khalayleh, is alleged by the US-led coalition to be a key link between al-Qaeda and Ansar al-Islam, a militant group operating in Iraq.

The significance of these results is a monumental breakthrough for Maxam Resource Recovery, Inc. As reported to (EPRI), "...the (objectives) of the first of the test programs were to reduce the carbon content, extract mercury and other entrapped metals from the coal stream, determine if the Maxam Process can be applied to the dry as produced bottom ash, and compare the (DAL)..(Direct Acid Leach).. Process with the Maxam Process. The Maxam Process recovered 90.70% of the mercury from the -200 mesh fly ash, and much higher recoveries of the other metals/elements than the (DAL) Process. Because of the very low total carbon content (less than 0.2%), carbon reduction testing was not necessary. Also, due to the high alkaline content of this fly ash and bottom ash, there is a high acid consumption using the (DAL) Process, and this consumption can be reduced by first using a Maxam pre-treatment leach that reduces alkalinity..."

Leaching toxic elements from fly ash and bottom ash is a difficult task. Carbon combustion is created at high temperatures and a glassy slag composed of these elements, carbon and silicates. Using the Maxam Process leaves the remaining product inert, which would not escape into the environment by acid rain leaching.
Receipt of this report provides the basis for the EPRI and Maxam to move to Phases 2 and 3 of the project. Clearly, this project is designed to assist in a cleaner environment and to recover safe marketable materials for further use of fly ash in additional applications.

Maxam Announces Lab Results For Fly Ash Chemical Removal
EAST PEORIA, Ill., Feb 9, 2004 (BUSINESS WIRE) -- Maxam Gold Corporation (Maxam) (Pink Sheets:MXAM) President/CEO Richard Steeves reports independent laboratory results confirm significant success in the removal of deleterious minerals from fly ash generated from burning coal for production of electric energy. Maxam announced an agreement with Electric Power Research Institute, Inc. (EPRI) on January 9, 2003. EPRI and Maxam have awaited results of this testing.
