Actually, the 144 rule is identical for both affiliates (eg insiders) and non-affiliates (like yourself), with one important exception.
the common rule for both classes of holders is the one year minimum holding period. After one year the holders can sell under the 1% dribble rule. Since the PHGI stock is not a SEC registered stock there is not even a need to file a Form 144 when selling.
If you are not an affiliate of the issuer and have held restricted securities for two years, you can sell them without any restriction. However, and this is the difference, for the insider the 1% dribble rule will always be in effect w/o exemption or holding period.

First of let’s all agree, that there is no such thing as an PS aftermarket.
There are three types of late reports
Those with a time stamp within a minute and a half after closing are just normal 90 second delays
Rule 6620.1 OTC Market Makers shall, within 90 seconds after execution, transmit through ACT last sale reports of transactions in OTC Equity Securities executed during normal market hours.
In this case the market makers may have conducted a trade within seconds of closing, but is delayed in reporting until after closing it is showing up a minute after closing. This delay, which is permitted, is often misconstrued as manipulation.
And then we have those later than 90 seconds after closing. These trades fall into two categories and typically involve larger size lots
This is sometimes used by financial institutions that are non market makers to report larger transactions that actually occurred during market hours, but since they do not have access to the ACT (Automated Confirmation Transaction Service) use Form T to report. In essence, bypassing the MMs.
MMs are basically prohibited from these "Off Market transaction" as spelled out in
A pattern or practice of late reporting without exceptional circumstances may be considered conduct inconsistent with high standards of commercial honor and just and equitable principles of trade, in violation of Rule 2110.
These ”Off Market” trades is typically used by larger investors to buy larger lots at prearranged prices without risking to drive the price upward or downward.
The second category involves so called “ex-clearing” lots. Certain transactions may clear and settle outside of the regular clearing system ("ex-clearing" transactions), where two dealers make an arrangement to settle trades between them outside the clearing system.
The process used to balance street side transactions depends on the type of comparison generated, and the settlement method for the particular trade.
Trades Comparison is accomplished in one of two ways:
1. Electronically through the use of an automated clearing house such as the NSCC. This the normal way
2. Manually via Ex-Clearing. Ex-Clearing is a manual comparison process that is performed by the brokerage firm’s Purchase and Sales Department. Unusual short coverings can end up settle this way

“W” trades are almost always exclusive to large buy orders. The buyer and the MM explicitly agree as to how the order will be executed, especially if the order is for a large number of shares. For example, upon receiving a market order from the buyer, the MM and the customer agree that the MM will execute the order in pieces throughout the day, with the expectation that this “working” of the order will result in a price to the customer that is superior to the price at which the stock is trading at the time of the the order.

U.S. Stem Cell Developers Get Boost As Democrats Look to Increase Federal Funding
WASHINGTON (AP) -- Shares of biotech companies working on stem cell-related therapies surged Thursday as Democrats in Congress prepared to promote once again legislation that would increase government-funded research in this area.
House Democrats are expected to propose a bill on Friday that will expand the types of stem cell research that can be funded by the government. In 2001 President George W. Bush said his administration would only allow funding for research using a limited number of stem cell types, and last summer he vetoed a bill passed by Congress that would have eased those limits. It was the first and only veto of his presidency.
With a new majority in Congress -- and support from many Republicans -- House Democrats have promised to push the legislation through in their first 100 hours in power. A House vote is scheduled for next Thursday.
If Bush rejects the bill again, the 100-member Senate is believed to have enough support to overturn his veto with a two-thirds majority vote, though the 435-member House would have a more difficult time getting the necessary votes.
Even if the current legislation does not get through, stem cell research advocates say lawmakers could get it passed down the road by attaching it to a critical bill that the president would have to sign.
"We're hopeful that the president learned something from the election results, but if he didn't and chooses to veto this bill again, that doesn't mean the game is up," said Sean Tipton, President of the Coalition for the Advancement of Medical Research.
Many states previously decided not to wait for federal money to fund stem cell research. California's Institute for Regenerative Medicine is expected to deliver $181 million this year to scientists working on stem cell-related cures in that state. New Jersey, Connecticut, and Maryland are among the other states that have designated funding for stem cell researchers.
With the possibility of increased funding on the horizon, traders sent the price of Stemcells Inc. stock up more than 15 percent. Shares dipped 2 cents in after hours trading Thursday after rising 45 cents, or 16.9 percent, to close at $3.11 on the Nasdaq Stock Market.
In November the company helped perform the first ever transplant of cells from an aborted fetus into a living patient as part of an experimental treatment for Batten's disease, a neurological disorder.
Shares of tissue repair developer Aastrom Biosciences rose 1 cent in after hours trading after rising 15 cents, or 12 percent, to close at $1.39 on Nasdaq. The Ann Arbor, Mich.-based company is aiming to use stem cells to regrow bone and regenerate tissue.
Shares of Alameda, Calif.-based Advanced Cell Technology also rose more than 14 percent on the possibility that federal funding could soon flow to the stem cell therapy innovator.
Shares rose 13 cents, or 23.6 percent, to close at 68 cents on the over-the-counter market.
Last summer Advanced Cell Technology Inc. came to national attention after it revealed a technique to grow stem cells from a single human cell taken from a human embryo. Prior methods for harvesting stem cells require the destruction of human embryos, which many Americans, including Bush, see as unethical.
Fellow California biotech company Cord Blood America saw its shares rise 2.9 cents, or 30 percent, to close at 12 cents on the over-the-counter market. The company collects and preserves umbilical cord blood from newborn infants for use in future stem cell treatment. Cord Blood issued a release Thursday stating that blood collected by the company was used for the first time in the treatment of childhood leukemia by doctors at the University of Pennsylvania.

$2 million net income. And that leaves $2 mil wiggle room for increased whatever.
I expect the runrate, of course, to be much bigger than the mere sales of the first 4 states. The Trump properties alone are good for a ton of sales

Ambitious Partnership Exports Solar Power
An affiliation of federal, state and private U.S. organizations is exporting sunshine. By using technology and expertise from ENTECH Inc., a solar photovoltaic (PV) systems manufacturer, the Mid-Continent Technology Transfer Center (MCTTC) is leading efforts to commercialize solar power in India.
PV systems facilitate the direct conversion of sunlight into electricity through the use of solar cells. ENTECH, funded primarily by Small Business Innovation Research (SBIR) grants from NASA and the Department of Energy (DOE), currently is developing miniature versions of its terrestrial PV modules. Made for NASA, they serve as a source of space power.
The MCTTC's idea to export solar technology originated from the National Association of State Development Agencies (NASDA), which had announced that it had money available for projects in India. But the idea took shape when ENTECH's vice president of marketing, Dr. Robert Walters, approached MCTTC project manager Alok Pant at a renewable energy conference last fall. Pant had mentioned in a presentation that the MCTTC could help companies export technology to India.
After an initial meeting between the two men, Pant secured help from NASDA, which awarded a travel grant funded by the U.S. Agency for International Development's U.S./Asia Environmental Partnership. He also has mustered help from the The significance of this partnership to India is the commercialization of sorely needed power without polluting the environment. And any technology that bolsters growth without harming environmental resources is essential to the United States as well as countries abroad.
Pant and Walters traveled to India in June to scout viable companies interested in large and small solar PV systems that can generate power for utilities, water heating, water pumping and the electrification of remote areas. The trip has led to talks with several potential joint venture partners for the construction of solar power plants and detailed discussions concerning licensing arrangements.
The project also has benefitted from a presentation U.S. Secretary of Energy Hazel O'Leary delivered in July to the Indian Solar Energy Center in New Delhi. Accompanied by ENTECH's president, Dr. Walter Hesse, O'Leary discussed an ENTECH PV concentrator module. The presentation was made as part of the Presidential Mission on Sustainable Energy and Trade to India.
As long as ENTECH has the support of alliances built by the MCTTC, the sun may never set on this project.

Figure at least a double is needed to win this and since it is only a two week contest, all large caps are out along with 99% of the small cap Nasdaqs. This leaves only OTCs. And as we all know the two week runners are far in betweens, most are 3-4 day wonders and then the dump kicks it right back or below were it all started (or below…. Much below) . So picking any of shakerzzz pumps is out of question.
CKYS I believe will do good. A share holders update PR has been promised for tomorrow plus the commercials are slated to start airing next week and the stock has a large following of “true longs” and “believers”, which are likely to throw their kids college money, grandma’s savings, and anything else they can lay their greedy hands on right at CKYS if the PR and the commercials indeed happens.
But since CKYS is gone I’ll settle for WWAT in light of the 27% stake taken by EMKR, the likely buyout of Entech, and the completion of the 7 million avocado farm project, which will really showcase their solar-for-agricultural edge.
I also pick Da Bears to win it all. Speaking of which, did any of you see or taste Mike Ditka's new line of wines. No I'm not kidding, Iron Mike has a chardonnay and a sauvignon with his face on the label. about $11-$13 at Costco. Isn't wine a little sissy for our hero you think
