Dead whale found in Gulf of Mexico
June 17, 2010 - On Tuesday, a dead sperm whale was found floating in the Gulf of Mexico 77-miles south of the Deepwater Horizon spill site.
The 25-foot whale carcass was not found in oiled waters and Unified Command officials are not sure yet if the whale died because of the oil spill.
The news release said it is impossible to confirm whether exposure to oil was the cause of death. The National Oceanic and Atmospheric Administration is testing to determine from where the carcass may have drifted.
The Unified Command Wildlife Branch and NOAA received "numerous reports" of sperm whale seen swimming in oil-filled waters. But this is the first confirmed report of a dead whale since the spill began two months ago.
NOAA said it remains concerned as sperm whales are endangered. The release noted that sperm whales live at depth in areas where dispersants and oil are present and feed on deepwater squid that could also have been affected by the oil and dispersants.

She conducted a similar protest June 9, interrupting a Senate Energy and Natural Resources Committee hearing on the Gulf oil spill by dousing herself with a jar of syrup, meant to look like oil.

Eight weeks into the oil spill disaster in the Gulf of the Mexico, Louisiana Governor Bobby Jindal has told the National Guard that there's no time left to wait for BP, so they're taking matters into their own hands.
Before his speech, the president takes another look at the oil-tainted region.In Fort Jackson, La., Jindal has ordered the Guard to start building barrier walls right in the middle of the ocean. The barriers, built nine miles off shore, are intended to keep the oil from reaching the coast by filling the gaps between barrier islands.

British firm to take on US small wind turbine market

British investment company Global Technologies, Ltd, is planning a full-out assault on the US small wind turbine market.
The company paid out $9 million for nine wind turbine technologies from Creative Laboratories Enterprises last month, and has now revealed its plan to take on the US market.
It is planning to acquire more technologies, seeking patents for its portfolio ahead of its plan that it says will lead to US production.
During the next four years, Global said global small wind capacity is predicted to grow from 49-megawatts to 115MW.
This will see worldwide small wind turbine revenues rising from $203 million in 2009 up to $412 million by 2013.
In particular, it said the US market for residential and commercial small wind turbines would see “high growth”.
US manufacturing
Two thirds of all small wind systems sold last year were made by US manufacturers, while half of all small wind turbine capacity added worldwide in 2009 was in the States.
Global Technologies, which has its head office in London, England, has formed a group of product development, production and distribution partners, the “bulk” of which are based in the US.
It said yesterday it is now preparing for US production for its small wind turbines.
The company’s primary aim as an organization is to acquire nascent technology, inventions and intellectual properties to build them as a basis for growing revenue.
It is intending further announcements on its small wind turbine plans in due course.

Definition of "OTC Equity Security"
The amendments described above also change the definition of "OTC Equity Security" in Rule 6420 by deleting the outdated reference to securities that "qualify for real-time trade reporting." Beginning June 28, 2010, the term is defined as any equity security that is not an "NMS stock" as defined by the SEC in Regulation NMS.12 The amendments also eliminate the defined term "non-exchange-listed security" from Rule 6420.13 Because of these changes, any security or class of securities for which transaction reports are collected, processed and made available pursuant to an effective transaction reporting plan will be excluded from the definition of "OTC Equity Security" in Rule 6420. These changes result in the FINRA definitions being more closely aligned with current SEC rule terminology and more consistent across the FINRA rulebook.14
Transactions Reported On or Through an Exchange
FINRA also amended the ORF rules to explicitly address transactions in OTC Equity Securities that are executed on an exchange. FINRA's trade reporting rules historically have required that transactions be reported to FINRA only if they were executed "otherwise than on an exchange."15 The reporting rules for the FINRA/NASDAQ Trade Reporting Facility (TRF), the FINRA/NYSE TRF and the Alternative Display Facility all include an exception from the reporting obligations for transactions reported on or through an exchange and thus require the submission of trade reports to FINRA for transactions in NMS stocks only if the transaction is executed over the counter.16 The ORF rules, however, have not included a similar exception for transactions in otherwise eligible securities that are reported on or through an exchange.17 Consequently, FINRA amended Rules 6622, 6420(k) and 6610 to add an exception from the reporting requirements for transactions in OTC Equity Securities reported on or through an exchange.

HOUSTON – New figures for the blown-out well at the bottom of the Gulf of Mexico show the amount of oil spewing may have been up to twice as much as previously thought, according to scientists consulting with the federal government.
That could mean 42 million gallons to more than 100 million gallons of oil have already fouled the Gulf's fragile waters, affecting people who live, work and play along the coast from Louisiana to Florida — and perhaps beyond.
It is the third — and perhaps not the last — time the U.S. government has had to increase its estimate of how much oil is gushing. Trying to clarify what has been a contentious and confusing issue, officials on Thursday gave a wide variety of estimates.
All the new spill estimates are worse than earlier ones — and far more costly for BP, which has seen its stock sink since the April 20 explosion that killed 11 workers and triggered the spill. Most of Thursday's estimates had more oil flowing in an hour than what officials once said was spilling in an entire day.
"This is a nightmare that keeps getting worse every week," said Michael Brune, executive director of the Sierra Club. "We're finding out more and more information about the extent of the damage. ... Clearly we can't trust BP's estimates of how much oil is coming out."
The spill was flowing at daily rate that could possibly have been as high as 2.1 million gallons, twice the highest number the federal government had been saying, U.S. Geological Survey Director Marcia McNutt, who is coordinating estimates, said Thursday. But she said possibly more credible numbers are a bit lower.
The estimate was for the flow before June 3 when a riser pipe was cut and then a cap placed on it. No estimates were given for the amount of oil gushing from the well after the cut, which BP said would increase the flow by about 20 percent. Nor are there estimates since a cap was put on the pipe, which already has collected more than 3 million gallons.
The estimates are not nearly complete and different teams have come up with different numbers. A new team from the Woods Hole Oceanographic Institute came in with even higher estimates, ranging from 1 million gallons a day to 2.1 million gallons. If the high end is true, that means nearly 107 million gallons have spilled since April 20.
Even using other numbers that federal officials and scientists call a more reasonable range would have about 63 million gallons spilling since the rig explosion. If that amount was put in gallon milk jugs, they would line up for nearly 5,500 miles. That's the distance from the spill to London, where BP is headquartered, and then continuing on to Rome.
By comparison, the worst peacetime oil spill, 1979's Ixtoc 1 in Mexico, was about 140 million gallons over 10 months. The Gulf spill hasn't yet reached two months. The Exxon Valdez, the previous worst U.S. oil spill, was just about 11 million gallons, and the new figures mean Deepwater Horizon is producing an Exxon Valdez size spill every five to 13 days.
With all sorts of estimates for what's flowing from the BP well — some even smaller than the amount collected by BP in its containment cap — McNutt the most credible range at the moment is between 840,000 gallons and 1.68 million gallons a day. Then she added that it was "maybe a little bit more."
But later Thursday, the Interior Department said scientists who based their calculations on video say the best estimate for oil flow before June 3 was between 1.05 million gallons a day and 1.26 million gallons a day. The department mentioned only a cubic meter per second rate from Woods Hole — not a rate that translated into actual amounts — and those numbers only added to the confusion on just how much oil is gushing out.
Previous estimates had put the range roughly between half a million and a million gallons a day, perhaps higher. At one point, the federal government claimed only 42,000 gallons were spilling a day and then it upped the number to 210,000 gallons.

The Washington Post reported, “Sources at two companies involved with the well said that BP also discovered new damage inside the well below the seafloor.”
“As a result, some of the drilling mud that was successfully forced into the well was going off to the side into rock formations.”
A BP official stated, “We discovered things that were broken in the sub-surface.”
The BP official added the well was leaking “out to the side, into the formation.”
Though the Post was unable to pinpoint the problem, “The official said he could not describe what was damaged in the well.”

China's vaccine exports on the rise

Shanghai. March 22. INTERFAX-CHINA - China's exports of vaccines for human use to developing countries have been on the rise in the past several years, with the trend set to continue through 2010.
Figures from China Chamber of Commerce for Import and Export of Medicines and Health Products showed that China's exports of vaccines were valued at $19.16 million in 2009, up 19.71 percent from 2008. China recorded approximately $10 million in the export value of vaccines of human use in 2007.
In 2009, Chinese vaccines were exported to 35 countries and regions, with India, Pakistan, South Korea, Malawi and Thailand accounting for 84.63 percent of total.
Chengdu Institute of Biological Products, Liaoning Chengda Biology Co. Ltd., Changchun Institute of Biological Products, Shenzhen Mellow Hope Pharm Industrial Co. Ltd. and Changchun Changsheng Life Sciences Co. Ltd. were the top five exporters among 20 Chinese exporters of vaccines for human use in 2009, accounting for 87.19 percent of the total.
As China's largest vaccine exporter of such vaccines, Chengdu Institute of Biological Products has obtained approval to sell its Japanese Encephalitis vaccine in South Korea, Nepal, Sri Lanka and India.
In July 2007, the institute signed an agreement with the Program for Appropriate Technology in Health (PATH), an international nonprofit organization which collaborates with public and private sector partners in the provision of health technologies and strategies, regarding the export of its Japanese Encephalitis vaccine to needy countries.
A Chengdu Institute of Biological Products employee, who wished to remain anonymous, told Interfax on March 22 that the institute is in the process of submitting its Japanese Encephalitis vaccine for World Health Organization (WHO) certification. If all goes well, the institute is expected to become China's first WHO-certified vaccine supplier by 2011.
According to China Chamber of Commerce for Import and Export of Medicines and Health Products, Chinese-manufactured vaccines are competitively priced, as such they are popular in Asia and Africa, marked by a strong export growth momentum.
China's second largest A/H1N1 vaccine producer Zhejiang Tianyuan Bio-Pharmaceutical Co. Ltd. recently started exporting vaccines. In February 2010, the company exported its first batch of influenza A (H1N1) vaccines to Peru, sufficient for 110,000 persons, as part of a government procurement order.
Beijing-based Sinovac Biotech Co. Ltd. obtained approval to sell its A/H1N1 vaccine in Mexico during the second half of last year.
Zhang Yi, board secretary of Beijing Tiantan Biological Products Co. Ltd., one of China's leading vaccine suppliers, told Interfax on March 22 that the company is considering to "develop the global market" as it establishes new vaccine manufacturing facilities in Yizhuang, Beijing. The Yizhuang facilities, expected to complete construction by the end of 2012, will produce 17 types of vaccines.
However, it is not as easy for Chinese vaccines to be exported to developed countries.
"China's vaccines mainly comprise of generic drugs in injectable form while developed countries typically use inhalable vaccines," Liang Liang, a pharmaceutical analyst from Shenzhen-based First Capital Securities Co. Ltd., told Interfax on March 22. China currently does not produce vaccines in inhalable forms.
With China's domestic vaccine market growing fast, multinational companies have started paying more attention to the Chinese market in recent years through the set up of manufacturing facilities in China.
In November 2008, GlaxoSmithKline plc signed an agreement with Shenzhen Neptunus Interlong Bio-Technique Co. Ltd. to form a joint venture focused on the development of seasonal and pre-pandemic/pandemic influenza vaccines. Update From Ocean Therapy Solutions
June 7, 2010, New Orleans, LA
Ocean Therapy Solutions conducted successful tests of its centrifuge devices in brown water this weekend and we plan to test the machines in deeper, blue water today. The blue water tests were delayed as we continue to outfit the barges with proper powers, pumps and crew quarters. We are pleased with the results we have obtained so far and continue to make adjustments to the machines to maximize their performance. The tests remain closed to media as we continue our work.
Kevin Costner will be testifying on behalf of Ocean Therapy Solutions this Wednesday, June 9 at 10 am eastern in Washington D.C., before the House Committee on Science and Technology. The hearing is titled, Deluge of Oil Highlights Research and Technology Needs for Effective Cleanup of Oil Spill.
