You sensing a pure power play is exactly what I'm talking about. CC is one of the most powerful councils in the US, and they know how to make money...excuse me, create a tax base.
While CC only had input into the writing of the state program, their application packet rivals what's in the state packet and can be correlated to what the state will look at. In this link it states approved dispensaries:

Nevada has a great regulatory body and has written a nice piece of legislation. They have update some ordinances, and one of the changes will be licensing fees. They are now going quarterly with a sliding scale of gross revenues.

By my count, the state of NV will have taken in near 5 mil in fees before the first door opens.
My question still remains, why did CC already give special use permits to only 18? Were they just being fiscally prudent or have they vetted the ones they want to operate the establishments.

No, all applicants must achieve a provisional certificate from the state. If the state does not approve you, your done until the next offering a year from now.
My assumption is based on the amount of time CCC had to research each of these companies before the interviews and fact that these guys know the rules and outline of requirements from NRS435. This vetting was done before the 18 were decided on.
Agreed, they have not issued business licenses. However, the point of my hypothesis goes beyond the linear time frame of events and the merit based scoring the state will use, and goes to the reality of privileged licenses in CC.
The City of LV, North LV, Henderson, Reno and Washoe County have not held their conditional permit hearings, and will use the state rankings in that future hearing combining special use zoning, finance and business license. CC had the foresight to use the time before the state apps were due to hold their special use hearing, and decided on who will be allowed to operate in their district. This will not change because of the state scoring, they have made their decision already. Just like they do with liquor, tobacco, cab drivers, pawn shops, and even hookers are given use permits...privileged licenses given by the CC Commission.
These guys know how this works and marijuana is no different than the other vice businesses. They decide who operates, and the state does not interfere in those decisions. I think differently on the meaningless aspect of how it went, at least with the dispensary permit process in Clark County. The City of Las Vegas and Henderson had the applications made, but will wait and use the state rankings on both cult/disp before making their decision. What Clark County did was invited 104 applicants, interviewed them all, and decided on 18 to send to the state, no extras, only 18. Barring some unforeseen grievance, and they looked them over closely, these 18 are locked in for a privileged license...Vegas style...and btw, it's a state mandate not to interfere with who the independent councils give their business license to.
We agree on no reason to jump, but I'm not waiting for other signs of revenue...the money that will be made from the one dispensary will do for me. Support level is the eye of the day. GL
I'm not privy to the negotiated terms, but usually 6 months is the lock out period. Depending on when it actually closed, should be sometime in Dec. The S1, when it goes in effect after the sec looks it over, will allow the PP to sell their shares. One should look at who actually was in the PP, the selling shareholders in the prospectus. The Nevada Partners and Lazarus make up a majority of those shares, and you can reasonably figure they won't be selling soon. 9 million shares with rights to 18 million warrants are what's at play for these guys. The debt shares were 3.8 million and they have been free to dispose of them since June, check volume on that 1.5 million day, that was the start.

I actually think the MM's knew those 4mil were coming and have kept it orderly to accumulate the only stock available.

That's pretty funny, using one of the lowest market cap companies in the sector as an example of weakness. TRTC at 100mil, FITX at 250mil and the rest of the Canadians...all over 100. GB at 35mil is a value compared to those boys.
Cash on hand, the warrants and the assets brought by Ellins for 12.5mil shares equal the current MC...without figuring in the 3 dispensary/1 cultivation permits in LV and the probabilities from Illinois and Florida.

S1 takes how long to go effective?...and it's for 9mil shares that we have known about for months. You realize of course that 20 mil of those warrants have excise dates of 3 and 5 years and are not even in the money...and will produce 30 mil in financing for the company right?

Example: private placements don't buy the stock price at the time, it's called discount and the reason they do it.
The 10 mil shares sold for .50 brought in 5mil operating cash and the A warrants will be 10mil @1.00 and the B warrants, 10mil @2.00 for future funding of 30mil. Sounds to me the bank is stocked full for what they intend to do.
