Method and apparatus for reminding user based on set position by using mobile terminal
Abstract
A method and an apparatus for reminding a user based on a set position by using a mobile terminal. The method includes connecting the mobile terminal of the user to a wireless network, determining, by a mobile terminal of a user by using a wireless network, that a distance between the mobile terminal and a set position is greater than a set value and reminding, by the mobile terminal, the user of a set event according to a set reminding manner when the distance between the mobile terminal and the set position is greater than the set distance value. The present disclosure can make full use of a wireless local area network (WLAN) function or a wireless communication function of a mobile terminal to determine, without any additional hardware, a position of a user by using a WLAN or a positioning system, thereby implementing a function of reminding the user.

Measurement support for a smart antenna in a wireless communication system
Abstract
A method for taking measurements with a smart antenna in a wireless communication system having a plurality of STAs begins by sending a measurement request from a first STA to a second STA. At least two measurement packets are transmitted consecutively from the second STA to the first STA. Each measurement packet is received at the first STA using a different antenna beam. The first STA performs measurements on each measurement packet and selects an antenna beam direction based on the measurement results.

Method for half duplex--frequency division duplex (HD-FDD) operation in a long term evolution (LTE) FDD network
Abstract
A method and apparatus for half-duplex (HD) frequency division duplex (FDD) (HD-FDD) operation are disclosed. The method in a wireless transmit/receive unit (WTRU) includes monitoring a first frequency for all downlink sub-frames for downlink communication except during a cell specific uplink frame, retuning to a second frequency and transmitting a scheduling request (SR) during a WTRU specific period of the cell specific uplink frame, wherein the WTRU specific period is based on a duty cycle, and retuning to the first frequency and receiving an uplink grant in a subsequent sub-frame.

Uplink control data transmission
Abstract
Methods and systems for transmitting uplink control information and feed back are disclosed for carrier aggregation systems. A user equipment device may be configured to transmit uplink control information and other feedback for several downlink component carriers using one or more uplink component carriers. The user equipment device may be configured to transmit such data using a physical uplink control channel rather than a physical uplink shared channel. The user equipment device may be configured to determine the uplink control information and feedback data that is to be transmitted, the physical uplink control channel resources to be used to transmit the uplink control information and feedback data, and how the uplink control information and feedback data may be transmitted over the physical uplink control channel.

Methods and apparatuses for spectrum sensing in an opportunistic band
Abstract
A system, apparatuses and methods are provided for communicating in an opportunistic band. Channels that are reserved for primary users are used by sensing devices when primary users are not present. A geo-location database is configured to store occupancy information of a channel and information associated with the primary user of the channel. The database includes information such as the type of primary user, and the expected occupancy time of a channel by a primary user. Sensing devices are categorized into different classes based on their sensing capability. A device capabilities database stores device classification information associated with the sensing devices attached to a dynamic spectrum management system.

Apple's Eddy Cue to Be Deposed in Qualcomm Patent Battle

Apple Inc. executive Eddy Cue will be questioned by Qualcomm Inc.’s lawyers as part of a legal battle between the companies over billions of dollars in patents and licensing fees.
On Friday, San Diego Federal Judge Mitchell D. Dembin ordered Cue to be deposed in the case, granting a Qualcomm request and turning down Apple’s arguments against the move.
At the heart of the standoff is a dispute over how much Qualcomm can charge phone makers to use its patents, whether or not they use its chips. The San Diego, California-based company gets the majority of profit from licensing technology that covers the fundamentals of modern mobile phone systems. Apple has cut off license payments to Qualcomm and filed an antitrust lawsuit that accused the chipmaker of trying to monopolize the industry.
In November, Qualcomm filed a motion to depose Cue. Apple pushed back stating that Cue’s role overseeing services made him unrelated to the case. Qualcomm cited past Apple statements pinpointing Cue as one of the lead negotiators when the iPhone launched in 2007 exclusively on AT&T Inc.’s network in the U.S.
Cue, 53, is one of Apple’s highest-profile executives, having moved up through the ranks over 29 years at the company. As senior vice president for internet software and services, he frequently announces new features for Apple Music, Apple TV, and video-related services on stage at company events. He’s also Apple’s chief negotiator for digital music, video, and books and is one of Chief Executive Officer Tim Cook’s top lieutenants.
Apple and Qualcomm agreed in April to schedule a deposition of Cook in June. Apple has made other executives available, including Chief Operating Officer Jeff Williams, marketing head Phil Schiller, hardware technologies lead Johny Srouji, and former wireless software chief Isabel Mahe, according to legal filings.
The case is Apple Inc. V. Qualcomm Inc. 3:17-cv-00108, U.S. District Court, Southern District of California (San Diego).

Qualcomm has announced three concessions that it hopes will help resolve its long-running legal battle with Apple over the fees it charges for use of its wireless chips and patented technology.
First, it is making it easier for smartphone makers to choose a lower-cost licence, for which it charges 3.25% of the cost of the device, rather than the 5% Apple and others have so far been paying …
Second, reports Reuters, it is including use of its 5G patents at no extra cost to manufacturers, a move it hopes will placate regulators as well as customers.

Qualcomm also announced last week that it would assess its patent fees against only the first $400 (£291) of a phone’s net selling price. Rogers said the previous price cap was $500, a figure that was well known among industry insiders but that Qualcomm did not make public.
Qualcomm is also engaged in a similar legal battle with Huawei, and its patent licensing head Alex Rogers said that the new terms were ‘a good context for dealing with the two licensee issues we have now.’ Apple did not respond immediately to Reuter’s request for comment.
Qualcomm has been seeking to cut its operating costs as it faces the prospect of Apple buying most of its wireless chips from Intel instead. It has also faced investigations and hefty fines from regulators for anti-competitive behavior.

The patent business traditionally has supplied much of Qualcomm's profit but has also spurred conflict with Apple, Samsung Electronics and Huawei Technologies as well as regulators in China, South Korea and the United States.
New deals could lower the licensing rate that Qualcomm receives while making the business more dependable if regulators view the terms favorably and two major customers — Apple and a company widely believed to be Huawei — resolve their disputes and resume paying Qualcomm.
"It's a good context for dealing with the two licensee issues we have now," Alex Rogers, the head of Qualcomm's licensing division, told Reuters in an interview, naming Apple but leaving Huawei unnamed as is the company's policy when a dispute hasn't become public through a court proceeding.
Rogers did not comment directly on the likelihood of resolving either customer dispute. Apple and Huawei did not immediately respond to requests for comment.
Qualcomm sells chips for mobile phones but has a second, much older business licensing technology for wireless networks. The licensing business has generated global controversy and resulted in billions of dollars in regulatory fines, some of which remain on appeal.
Handset makers can license one of two sets of Qualcomm patents: The full suite that costs makers about 5 percent of the cost of a handset or a smaller set of so-called "standard essential patents" for 3.25 percent, which includes only the patents needed for gear to work on mobile data networks.
In the past, most of Qualcomm's customers licensed both sets of patents to avoid lawsuits. But Qualcomm has been defusing tensions by making it easier for customers to license just the smaller, lower-cost set of standard patents and by adding patents for the next generation 5G wireless network to the suite at no additional cost.
That essentially extends a 2015 settlement with China's chief antitrust regulator. Qualcomm began to license only its standard patents for 3G and 4G networks to Chinese handset makers for a rate of 3.25 percent. More than 100 device makers have signed on for such deals.

The question now is whether more handset makers will opt for Qualcomm's lower-cost standard patents rather than its pricier full portfolio.
"What we perceive here is there will be more of a mix than there was in the past of companies opting for (standard essential patents) only," Rogers said. "How much more, depends on each individual company."
While Qualcomm has made no public disclosures about the status of talks with the two major customers in license disputes, the company's approach to licensing patents for upcoming 5G networks will look different than its initial approaches for 3G and 4G networks of years past.
"Both of those issues (disputes) are essentially now being handled within the framework of the current program we're offering," Rogers said.

Method and apparatus for sending hybrid automatic repeat request feedback for component carrier aggregation
Abstract
Techniques for sending hybrid automatic repeat request (HARQ) feedback for transmissions received via a plurality of aggregated component carriers are disclosed. A wireless transmit/receive unit (WTRU) receive a plurality of codewords via a plurality of component carriers and decodes the codewords. The component carriers are grouped into a plurality of groups, and the WTRU may generate a bundled positive/negative acknowledgement (ACK/NACK) for each group of component carriers. The WTRU may be assigned a plurality of uplink control channel resources and may implement a channel selection scheme for indicating the ACK/NACKs. The WTRU selects one of the uplink control channel resources, and sets the HARQ feedback based the ACK/NACKs or bundled ACK/NACKs in a way that a different uplink control channel resource is selected and HARQ feedback bits are set differently based on the ACK/NACKs or bundled ACK/NACKs. Each physical uplink control channel (PUCCHs) may be mapped to a particular antenna.

Abstract
The transmission and decoding of resource blocks (RBs) transmitted via a multiple-input multiple-output (MIMO) antenna having a plurality of transmit antennas is disclosed. Each RB includes a plurality of resource elements (REs). Each RE is reserved for one of a common reference signal (CRS) associated with one of the transmit antennas, a dedicated reference signal (DRS) including a single beamformed or precoded pilot, a DRS including a composite beamformed or precoded pilot, and a data symbol. Each RB may include a "control type" data symbol that indicates a DRS mode associated with the RB. In one DRS mode, each DRS includes a single beamformed or precoded pilot. In another DRS mode, each DRS includes a composite beamformed or precoded pilot. In yet another DRS mode, single beamformed or precoded pilots, and composite beamformed or precoded pilots, may coexist and be transmitted simultaneously within the same RBs or in different RBs.

Enhancements for operation of a timer
Abstract
A method and an apparatus for operating a timer in an integrated circuit (IC) are disclosed herein. The IC includes a timer, a receiver configured to receive a circuit switched (CS) service notification, a transmitter configured to transmit an evolved packet system mobility management extended service request (ESR) message, and a processor configured to start the timer in response to transmitting the ESR and stop the timer in response to reception of a handover command and completion of a CS fallback procedure by the receiver, wherein the handover command directs the IC to handover to another radio access technology (RAT) so that a CS call may be established. The processor may be configured to stop the timer in response to reception of a cell change command and completion of a CS fallback procedure by the receiver, wherein the cell change command directs the IC to perform a cell change procedure.

Systems and methods for providing 3D look-up table coding for color gamut scalability
Abstract
Systems and methods for improving efficiency in three-dimensional (3D) look-up table (LUT) coding and/or reducing table size of a 3D LUT may be provided. For example, octants associated with the 3D LUT may be provided for color space segmentation and coding may be performed on an octree associated with the octants where coding may include encoding nodes of the octree associated with the octants and corresponding vertices of the 3D LUT belonging to the nodes. Conversion parameters represented by the nodes are lossy coded with reduced precision. The 3D LUT may also be signaled (e.g., based on a sequence and/or picture level).

Abstract
A method for sensing measurement gap scheduling includes allocating a new supplementary carrier in a license-exempt spectrum by a radio resource management (RRM) entity in an evolved Node B (eNB); configuring a local cognitive sensing entity in the eNB by the RRM entity; configuring a wireless transmit/receive unit (WTRU) for cognitive sensing through radio resource control (RRC) signaling, the RRC signaling being generated by the eNB; configuring a local cognitive sensing entity at the WTRU by a dynamic spectrum management (DSM) entity; and signaling a start and a duration of a measurement gap to an enhanced sensing component.

Methods and apparatus for selection of dedicated core network
Abstract
Methods and apparatuses for redirecting a wireless transmit/receive unit (WTRU) to a dedicated core network (CN) node are described. An apparatus is configured to initiate a Service Request with a non-dedicated network node. The apparatus is configured to receive a special identifier in response to the Service Request, which indicates the apparatus should be redirected to a dedicated CN node based on subscription information. Radio access network resources associated with the apparatus may be released and the apparatus may then perform a tracking area update (TAU) request which is then forwarded to the dedicated CN node.

Abstract
Systems and methods according to the present invention describe 3D pointing devices which enhance usability by transforming sensed motion data from a first frame of reference (e.g., the body of the 3D pointing device) into a second frame of reference (e.g., a user's frame of reference). One exemplary embodiment of the present invention removes effects associated with a tilt orientation in which the 3D pointing device is held by a user.

WTRU measurements handling to mitigate in-device interference
Abstract
A method for performing measurements in a device with at least two radio access technologies (RATs) is disclosed. The method may include establishing a first measurement schedule on a first RAT, and establishing a first transmission schedule for a second RAT. The method may further include changing at least one of the first measurement schedule or the first transmission schedule to prevent measurements of the first measurement schedule from occurring contemporaneously with transmissions of the first transmission schedule. Transmissions from the second RAT may interfere with measurements on the first RAT. The method may include transitioning from the first measurement mode to a second measurement mode based determining the second RAT is operating on potentially interfering frequency.

Abstract
Systems and methods for providing multiple connections or interfaces at the same time may be disclosed herein. For example, in an embodiment, a first RRC connection may be established between a wireless transmit and receive unit (WTRU) or user equipment (UE) and network node such as an eNB and a second RRC connection may be established between the WTRU or UE and the network node such as the eNB or another network node such as another eNB. The first RRC connection and the second RRC connections may then be maintained in parallel (e.g. at the same time).

Abstract
Methods and systems for receiving a primary and secondary synchronization signal from a cell are provided. The secondary synchronization signal may be derived from at least one of a set of sequences and received based on the timing of the received primary synchronization signal. Determining a time slot within a frame of the received secondary synchronization signal and a group of the cell is provided, wherein the time slot and the group are determined by at least one sequence of the secondary synchronization signal and at least one carrier out of a plurality of carriers used for one sequence out of the at least one sequence of the secondary synchronization signal. Determining a frame timing and a sequence used by the cell, based on the received primary synchronization signal and the secondary synchronization signal is further provided.

I would like to think that this sale is of Xcellair is worth just as much as our patent sale to Intel in June of 2012 which was $375 million. This would be just enough to cash in all of the outstanding Convertible Bond issue that opened its window for redemption through April 18, 2018. (Just my wishful thinking.)
Fon buys XCellAir to boost carrier WiFi smarts

Fon has bought XCellAir, the cloud WiFi optimisation technology company launched by InterDigital.
The deal sees XCellAir’s technology and staff – including the founders – join FON’s carrier-WiFi focussed technical business, Fontech, for an undisclosed sum. XCellAir has developed a cloud-based WiFi quality of experience and analytics product – XCellRAN – that can be thought of as SON for WiFi.
Vendor-neutral, the cloud platform works in tandem with a small software agent that can be installed on any wireless AP to monitor certain KPIs, taking action to automatically optimise elements such as power levels, band and channel selections. Analytics can also be exposed to other operations departments in the business, such as customer service teams. Fon sees the vendor-neutral and cloud-based solution as complementary to its own solutions for operator-managed WiFi.
It also gives Fon greater market presence in North America where XCellAir has gained most of its early market traction, backing up the recent re-location of Fontech COO Enrique Farfan to the region.
The passive approach of operators towards home WiFi monitoring is no longer acceptable
Alex Puregger, CEO of Fon, said to TMN that the main driver for the acquisition was to give FON’s carrier customers a greater ability to manage the quality of WiFi in people’s homes as more devices get connected, and more services rely on high quality WiFi.
“The passive approach of operators towards home WiFi monitoring is no longer acceptable as we more frequently experience problems related to our connectivity, largely due to the increasing number of connected devices in our homes. It generates user frustration and results in high customer service costs and eventually loss of customers.
“Service providers need more precise visibility about what is going on in their WiFi networks in order to ensure better troubleshooting and customer service, and this is exactly the need that we are meeting with this acquisition.
“In the competitive world of telecoms, our solution will allow operators to differentiate themselves from the competition, as well as regain control of the home WiFi arena which is currently under threat from new OTT players.”
XCellAir’s Todd Mersch, Co-founder and EVP Sales & Marketing, said that the deal would enable XCellAir to accelerate its existing plans, including in time commercial expansion beyond the home environment.
“As XCellAir we made the strategic decision to focus primarily on operator managed home WiFi, but the vision remained a common solution to automate the management and optimisation of the entire wireless footprint. FON, specifically the Fontech business, addresses not just Home WiFi, but community, enterprise, public and venue segments as well. You can envision plugging in the RRM, SON, visibility and analytics capabilities of the XCellRAN solution with the various different products Fontech provides for these segments.”
The deal is in-step with a wider trend in carrier networking to move towards more automation of networks based on capturing and analysing specific customer experience KPIs. Although Fontech and XCellAir intend to focus on WiFi for now, Mersch said the company is “uniquely positioned to help customers beyond WiFi as well.”

A modulation and coding scheme (MCS) for the EGPRS-2 mode may be limited to an MCS containing at most two RLC data blocks. Alternatively, three or more piggybacked ACK/NACK (PAN) bits may be used for a time-based FANR operation if an EGPRS-2 mode is configured. Alternatively, at least one PAN bit may indicate an ACK/NACK for a group of RLC data blocks. The number of PAN bits for a time-based FANR operation may be configured by the network. The downlink FANR operation may be dynamically switched between time-based and SSN-based.

Abstract
A method and apparatus are described which perform bandwidth aggregation by simultaneously monitoring and processing a number of simultaneous, non-contiguous or contiguous component carriers in the downlink. A wireless transmit/receive unit (WTRU) can be configured by an evolved Node-B (eNodeB) to support additional component carriers. A pre-configured additional component carrier may be used. Abstract
A method for performing active scanning by a non-AP STA may comprise transmitting, to a group of APs, one or more probe request frames and receiving in response, configuration chance count (CCC) values from first and second APs of the group of APs. The CCC values may be integer values that represent configuration instances of the respective APs. The CCC values may be stored in a memory of the non-AP STA. A determination may be made, based on the information stored in the memory, as to which AP is preferred. An association procedure may be performed with the preferred AP. Other disclosed methods employ passive scanning.

Abstract
A dual-radio access technology (dual-RAT) wireless transmit/receive unit (WTRU) may transmit, over a cellular RAT, a registration message that includes a wireless local area network (WLAN) device identifier (ID) for a WLAN associated with the dual-RAT WTRU. A transceiver of the dual-RAT WTRU may receive, from the cellular network over the cellular RAT, assistance information that includes a security key for the WLAN. A processor of the dual-RAT WTRU may perform, over a WLAN RAT, device-to-device D2D direct discovery using the WLAN device ID and the security key for the WLAN.

Microsoft Store will include LTE data plans for eSIM PCs

Microsoft will soon allow users to activate a mobile data plan on their computers. Users will be able to purchase mobile data from the Microsoft Store when always-connected laptops go on sale.
The update will only work with laptops with built-in eSIMs
Redstone 4 is scheduled for release this Spring it will bring the update described above. Users will be able to choose a data plan from major US wireless carriers from the Store.
The new data plan interface will only be compatible with laptops that come with built-in eSIMs. These allow carriers to identify it without users having to install a physical SIM. There are not so many laptops that are currently equipped with eSIMs, and they include the Surface Pro and the Asus Nova Go which is scheduled for release shortly.
The Asus NovaGo has a smartphone-class CPU, and the LTE modem included allows the device to stay connected to the web even when it’s asleep, having minimum impact on battery life.
Microsoft is teaming up with various carriers
PCMag reports that Microsoft is negotiating with a few carriers to offer their plans via the Microsoft Store, but at the moment we don’t know which these are. Pricing details are also not available yet.
The Store currently has a limited number of pay-as-you-go data offerings from reseller Transatel.
64-bit ARM apps are on their way
The ability to select a data plan might make laptops such as the Asus NovaGo mentioned above more exciting for on the go users, but there’s also a downside involved. Their ARM-based Qualcomm CPUs, unfortunately, trigger slower computing performance, and this is quite understandable considering that these were originally created to power smartphones and not laptops.
The good news is that this is set to change with a future SDK targeted at developers which would allow them to translate their 64-bit Windows apps into software that runs natively on CPUs based on ARM. This will, of course, result in faster and more reliable performance.

Reference picture set mapping for standard scalable video coding
Abstract
Systems, methods, and instrumentalities are disclosed for reference picture set mapping for scalable video coding. A device may receive an encoded scalable video stream comprising a base layer video stream and an enhancement layer video stream. The base layer video stream and the enhancement layer video streams may be encoded according to different video codecs. For example, the base layer video stream may be encoded according to H.264/AVC and the enhancement layer may be encoded according to HEVC. The enhancement layer video stream may include inter-layer prediction information. The inter-layer prediction information may include information relating to the base layer coding structure. The inter-layer prediction information may identify one or more reference pictures available in a base layer decoded picture buffer (DPB). A decoder may use the inter-layer prediction information to decode the enhancement layer video stream.
