Question regarding ownership:
My understanding of these projects is that Mirage will own the project infrastructure and collect fees for the transported petrochemicals.. based on how other private projects in Mexico look, it seems like ownership will be given back to Mexico at the end of an agreed upon term (20-30 years).
Can anyone speak to this please?

In my opinion, since AMLO is announcing the "Executive Project" (Development of the Isthmus of Tehuantepec) and its impact to the economy in September; worst case scenario we have four months.
HOWEVER, The Development of the Isthmus is already in motion, and portions of it have been and continue to be announced. So, its very likely that AMLO intends to have ALL phases of the Isthmus announced and in motion leading up to the September presentation.

I love the fact Ward included the rescinded agreement with NHL that happened on May 4th.. if it were bad news that he wanted to leave in the shadows, he could have left it off this old and overdue 10Q... but, the fact that he added it to this 10Q when he didn’t have to, screams that there is more developing.
Logically, it must have been added because, one, it’s a nonissue and the agreement will be renewed with new time constructs. Or, the renewed agreement is better and in Mirage’s favor.

Energy sector in Mexico cannot continue to change its rules: Landau
The United States Ambassador to Mexico stressed that the issue is a cause for concern in the Government of his country.

The federal government must respect the rules established for the energy sector once they are established because they cannot be modified when there are already private investments, said Christopher Landau, US ambassador to Mexico, on Saturday.
"When private companies come to invest, under those rules, you have to respect them, you cannot continue changing them. That has been a cause for concern for us," he said.
Landau noted that the US has been in communication with the federal administration on this issue.
The ambassador emphasized that although it is the responsibility of Mexico "as a sovereign country" to establish the rules of its energy market, the US message has always been that these must be followed, "regardless of how you have settled them or what they are."
The National Energy Control Center (Cenace) published earlier this month a series of measures suspending critical tests for new renewable energy generation projects.
This measure will delay the entry into operation of 28 wind and photovoltaic plants.
The agency decided to suspend indefinitely these tests, which are necessary for the implementation of the projects, arguing that it is necessary to provide stability to the electrical system during the health emergency derived from the coronavirus pandemic.

Reality -
I’m both in and long. Mexico doesn’t open up for another couple of weeks. The waiting period with the global crisis was inevitable.
AMLO is announcing strategies to reactive the economy by Thursday of this week. Maybe we get some clues, but I doubt a full blown announcement just yet. Very likely the importing of American fuel is mentioned because it is a key component for Mexican factories exporting into the US, which both countries have explicitly stated is vital for the reactivation of the economy.
AMLO had mentioned last week that he would be announcing the master plan for the development of the Isthmus of Tehuantepec, the revenues associated with it, and its capability for “global reach” this September.
