There no market makers--that's the definition of the greys: no bid, no ask, no broker-dealer making a market. Transactions are matched as best as can be between buyer(s) and seller(s); price improvements are possible, as are partials and aggregates.

A perhaps harsh but accurate assessment, in terms black and white. I suppose one could stretch the SEC's inclusion, in terms of FINRA's answering to the SEC. Still, it would be a stretch--much better, for instance, to simply say talks are in progress to secure a sponsoring MM, rather than have second-hand reports of trying to "hire an MM." Of course, if that's not true...would lead to more trouble.

The SEC didn't "shut down" any company operations--they suspended trading in the stock. The company was *and* is fully able to go about its business, securing contracts, manufacturing product(s)...whatever it is that a given company does, including communicating with shareholders in a timely and meaningful manner.
