I've never seen a rule by the SEC requiring a paid basher to have a disclaimer. Have you?

Moderators have no control over your ability to send PMs.
You can't send PMs to other members because you have a free account. If you want to PM all the other members you need to purchase a Premium Message Board Subscription.
Everyone, including you, has the ability to send Private Messages to admin.
Saw your reply after I replied. :)
Open file explorer. Right click on the file explorer icon that appears on the task bar. Choose "Pin this program to taskbar."
Same with all those other things you see on my taskbar. When you open something like Word for example, just right click on the icon that shows on the task bar and pin it. You can always unpin with a right click and choose unpin.
FWIW on your Windows 8.1 you may find it helpful to pin the things that you use a lot to the taskbar for easy access. Especially things like the "File Explorer" and the control panel.
I rarely go to the Start page. I don't like those apps and I never use them.

This way it's very much like working on Windows 7.
For now I've put this board in the Automotive and Transportation category.

As a participant on the board, your recourse is the same as any other Member; to debate the information contained in the post without attacking the Member, or to ignore it. Attack the message, not the messenger.
