they can be used (as in issued), but they can also just seat Idle.
I think since all indication are that LQMT heading in the right direction, they have to think about a potential hostile takeovers.
and thus have to be prepared. this is NOT out of the realm of possibilities.

plenty of wolves out there that would be eager to grab LQMT on the cheap.

If you put aside any instinctive reaction, that comes from accumulated frustration.
