According to the Frasier Institute's Survey of Mining Executives Madagascar ranks 103/112 countries, states and provinces, with primary investor concerns being the country's legal system and its lack of infrastructure and labor. There's not much that the company can do about the legal system, although the PEA cites the country's new mining code of 1999 and the country's economic revival plan of 2000 as reasons to be optimistic. However investors should be skeptical of attempts made by regimes in developing countries to appease the investing community given the frequency with which we've seen a resurgence of political instability, asset confiscation, or excessive taxation.
Finally, and this is a new development, the company is assuming that it gets 50% debt based financing in its FS's calculation of the project's NPV. This means that it is essentially discounting out half of the expense at a discount rate (10%) that exceeds its expected interest rate (LIBOR + 5.75%, peaking at just under 9% by 2022). Investors have to wonder if this is feasible, especially since no company in the graphite space with a feasibility study has gotten financing despite trying (e.g. Northern Graphite and Focus Graphite (OTCQX:FCSMF)).

ANTANANARIVO (Reuters) - The European Investment Bank (EIB) has given Madagascar a 300 million euro ($333 million) loan to go be used to rehabilitate roads, power and energy infrastructure, the island state said.
The president's office in Madagascar said in a statement late on Tuesday that the EIB loan would also help in emergency repair work resulting from cyclone damage.
President Hery Rajaonarimampianina took office in January 2014 after successful elections in 2013 ended a political crisis after a coup in 2009 that prompted international donors to cut ties. Following the vote, donors, including the International Monetary Fund and World Bank resumed lending to Madagascar.
The Indian Ocean island state, famed for its wildlife and eyed by foreign companies for its minerals, has however struggled to lure back tourists and investments into other sectors of a fragile economy.
Madagascar's economy showed early signs of recovery in 2014 with growth estimated at 3 percent, which could rise to 5 percent in 2015, but political instability, weak institutions and weak governance are hurting prospects, the IMF has said.

I suspect that the Company may not have gotten all the financing.
And no offtake agreement will materialize in the near future.
That is not necessarily a bad thing in the present market.
It's tough finding venture capital for junior miners when the major US indexes are hitting all time highs, and the world's economies are slowing.
Potential investors have to be convinced that there is value in the asset and that the asset will appreciate over time.

I agree that the country is stabilizing and foreign investment will begin to flow in, albeit slowly.
ENZR management cannot influence that due process.
The Malagasy people would love to better their situation.
The newly elected government seems to be responding.
The problem is that the country as a whole is broke.
With an almost non-existent GDP where will the money come from?
The IMF will have to step in to kick start the process.
I just don't see any other way.

This is the toughest market for juniors I have seen in twenty years.
Venture capital is scarce for these type of projects.
A lot of uncertainty on the global stage right now.
But that will eventually change.
It always does.

I have posted this before, but I have bought the resource, not the management.
Very rarely do you get the perfect combination of both in a junior miner.
If Tesla is successful in marketing their home battery, that will be a game changer.
Demand drives commodity prices, and we have the goods.
