$STWS seeks MPGCD brackish permit
A company is seeking to put uncontrolled flows of brackish water to beneficial use. Middle Pecos Groundwater Conservation District (MPGCD) general manager Paul Weatherby reported to his board of directors Tuesday that STW Resources had applied earlier this month for a production and transport permit. MPGCD is evaluating the permit application, and its board will hold a pubic hearing on the application at its Dec. 15 monthly meeting.
After Tuesday’s MPGCD board meeting, STW President and CEO Alan Murphy said the company plans to capture artesian brackish water on its 1,500-acre lease south of Imperial. There, on both sides of FM 1053, water from the San Andres formation is already flowing to the surface through generations-old oil test wells that were abandoned or turned over to landowners. The company’s project includes treatment plant(s) and pipeline(s) for supplying municipality(s) with freshwater; that is, water with fewer than 1,000 parts per million total dissolved solids (ppm TDS), or salts.
“That water has 6,000 to 8,000 TDS. It is an alternative water source that no one is using and that is going to waste and causing problems,” said Murphy.
The Texas Water Development Board (TWDB) does not classify the San Andres formation as an aquifer. That might relieve STW of the requirement to have a customer at this permitting stage of its project.
“We’ve already visited with the largest investment firms in New York; they have modeled the economics. It’s always easier to line up customers with a permit in hand,” said Murphy, a San Angelo native.
Murphy said that his company would serve as project manager and system operator. He has said that an engineering/construction firm would likely serve as the start-up equity investor, with the intention to have long-term investors buy them out and take ownership of the developed project.
Murphy’s son, Chance Murphy, is based in Fort Stockton and has been measuring the surface flows from various wells on the STW lease.
“We are leaving currently used sources of groundwater alone. This will not affect farmers’ well; it will not affect city wells. It’s an isolated source,” said Chance Murphy.
The Murphys said that MPGCD staff and legal counsel have affirmed that the district’s rules and regulations will not change to facilitate the beneficial use of an otherwise polluting groundwater supply.
Alan Murphy’s background is in the water treatment industry, particularly in microfiltration/reverse osmosis (RO). Murphy said STW has access to technology that treats the brine waste stream of RO plants and virtually eliminates liquid discharge. He also said they are also planning to employ microbial pretreatment of the brackish water; that would occur in large ponds used to store the artesian flows.
“We are working with the county, with the city, with the groundwater district and with the state,” said Alan Murphy. “We’re in the solutions business and specialize in alternative water sources.”
Murphy said the STW project could include parts of West Texas and West Central Texas but that the production and treatment infrastructure, possibly including on-site electricity generation, would be in Pecos County.
STW has an agreement with the City of Fort Stockton to develop groundwater from the Capitan Reef Complex aquifer (CRCX) at the city’s well field in Belding. Currently, however, MPGCD has a moratorium on new production permits in CRCX while awaiting a groundwater availability model of the aquifer from TWDB. STW also has a feasibility study agreement with Pecos County, which owns a water supply enterprise.
STW’s MPGCD permit application requests 56,000 acre-feet per year, equivalent to 50 million gallons per day (mgd). During summertime peak demand, the City of Fort Stockton consumes about 7 mgd.
Murphy said that historically San Andres wells typically produced nearly 3 mgd; one well reportedly produced nearly twice that much, at 4,000 gallons per minute.

"I have recently returned from Afghanistan and wanted to share my experience with the ChitoFlex, used in two different occasions on patients. Both involved AK-47 rounds, 7.62mm round.
1. A check point soldier was shot in the shoulder during an ambush. The bullet entered the right shoulder from a superior lateral directed towards the lungs. He would require a right chest tube but importantly the penetrating wound was such that it involved bone marrow destruction and other tissues along with blood vessels. Bone marrow oozes and so does surrounding tissues, there was nothing to clamp off or put a tourniquet around so I used a piece of the ChitoFlex, made a corck screw of it and shoved it into the wound. The oozing slowed down thus noted by the decrease in the pleura-vac volume of blood as we kept the patient for 14hrs before medevac arrived for higher level of care.
2. 7.62 round either ricocheted or hit the patient in the hand which sent the bullet tumbling creating a deep right temporal occipital laceration. Head laceration cause significant bleeding and since we did not want to close the area because of the further exploration and surgery he would need I used a piece of the ChitoFlex and bandaging to stop the head laceration bleeding. Again giving us the flexibility to work with patients while using the versatility of the ChitoFlex; molding it to shapes desired for hemorrhage/bleeding control.
