'Rising costs hamper desal market': Saudi minister

The reduction of costs offered by new technologies in the desalination market has been offset by rocketing prices, argued a Saudi minister at the launch of the International Desalination Association’s World Congress, which is taking place in Dubai this week.
Abdullah Al Hussayen, the Saudi minister of water and electricity, told delegates that while the international desalination market was expanding by as much as 15% a year, increased material and labour costs were preventing the sector from reaching out to poorer sections of the world’s population.
“The proliferation of statistics on the current water situation worldwide belies the notion that we have a firm grasp of the extent and impact of the shortfall in potable water and sanitation,” Al Hussayen indicated.
“Reducing per capita consumption in municipal use is key; some GCC nations use up to 1,000 litres per capita per day. If Munich, one of the most prosperous cities in a prosperous nation, can make do with only 90 litres per day, then so can we.”
Al Hussayen used the recent tender for the Ras Al Zour megaproject as an example for how rising costs are undercutting technologies that can provide a cheaper product.
“In a recent tender for Ras Al Zour, the lowest tendered price was US$1.2 dollars per cubic metre – the highest ever offered. This compares with 90 cents per cubic metre in a similar plant only three years ago.”
“Of course, the financial crisis has played its role, but the trend is not a downwards one,” Al Hussayen added.
The Saudi minister also stated that the desalination industry was the world’s only realistic hope of saving its water future.

Agreed. Just on the announcement that they were planning to do something caused that type of excitement. Since then, both websites have been updated, a commercial was created, a call center was created and tested. Gee, all that's left is.... and that's x number of days away. The point of providing a link to an article about the incandescent lightbulb ban was to point out that its coming, starting with Europe and then here in the United States. With the ban, CFL's are presently the most cost effective solution. Add in an ionic feature, and a marketing campaign and this may be a winner. As far as your particular situation as a store owner, I've responded privately as I don't want to have this discussion thread become too off topic.
The Zevotek bulb does more than just provide light, it also is capable of clearing the air. This function is not found with other lightbulbs and thus becomes an entirely different discussion.
How long does the lightbulb last and how effective is it really?
I don't know.
I have ordered one lightbulb to personally test it to find out. Once it arrives, I'll know for sure.

I've been following this change in Europe wondering about the effect it will have on everyone. From this article it seems that EU doesn't have access to cheaper energy saving bulbs. Here in So. Cal. I recently bought 5 packs of 100 watt (equals) @ $1.00 per pack. I own retail stores & we have over 100 in each showroom. The first time that I replaced the bulbs cost way more than now, the trade off is that I have noticed the cheaper bulbs burn out much, much faster than the more expensive ones, even if it says they last 6000 hours. I wonder what the specifications are and how to determine which are the better bulbs, will it be based on price only?
I have high hopes for this stock & maybe this week will show us what it can do. Cheers & Good Luck!

Europe’s Ban on Old-Style Bulbs Begins

BRUSSELS — Restrictions on the sale of incandescent bulbs begin going into effect across most of Europe on Tuesday in the continent’s latest effort to get people to save energy and combat global warming. But even advocates concede the change is proving proble
Under the European Union rules, shops will no longer be allowed to buy or import most incandescent frosted glass bulbs starting Tuesday. Retailers can continue selling off their stock until they run out.
While some Europeans are eagerly jumping on the bandwagon, others are panicking and have been stockpiling the old-style bulbs for aesthetic or practical reasons. Others are resigned to the switch, if grudgingly.
“Why are we switching? Because we have to,” said Ralph Wennig, a 40-year-old photographer shopping on Monday at BHV, a Paris department store.
The new compact fluorescent lamps are billed as more economical in the long run because they use up to 80 percent less energy and do not burn out as quickly.
“But the downside is that the light isn’t as nice,” Mr. Wennig said, “and they are more expensive individually.”
One bulb can cost €10, or $14 — or a lot more, depending on type — whereas traditional incandescent bulbs cost about 70 cents each. But E.U. officials argued that the energy savings would cut average household electricity bills by up to €50 a year, amounting to about €5 billion annually. That would help buoy the economy if consumers spent their savings, they said.
At a briefing Monday in Brussels, however, they also were defending themselves against charges that they were depriving children of traditional fairground lights, and dealing with more serious questions about health hazards from the mercury in the new lamps.
Such arguments have already started to reverberate in the United States, where incandescent bulbs are due to be phased out starting in 2012.
Until then, the E.U. is providing the biggest staging ground for both the conversion as well as a debate over trade-offs created by environmental legislation. The issues include the loss of long-standing manufacturing industries, consumer choice and possible exacerbation of other environmental hazards.
The ban is one of a series of measures to support the E.U. goal of cutting greenhouse gas emissions by 20 percent by 2020. Everything from televisions to washing machines to tiny motors are being made more energy-efficient.
But the light bulb ban has proved singular in the way it has stirred fierce debate. The ubiquity of lighting and the way it can alter the aesthetics of an interior, even the experience of reading a book, makes it somehow more personal.
E.U. countries are not the first to ban incandescent light bulbs, but they are in the vanguard.
Australia has already introduced a ban and Cuba has entirely shifted to compact fluorescent bulbs, according to Andras Toth, an expert with the European Commission, the E.U. executive agency.
Consumer advocates in Europe have cautiously welcomed the measures but they also have pointed to drawbacks for consumers — especially those who have a special sensitivity to certain kinds of light or need old-style bulbs for health reasons.
“The blanket ban could spell misery for thousands of epilepsy and anxiety sufferers who are adversely affected by energy-saving bulbs,” said Martin Callanan, a European Parliament member.
He also warned that the new bulbs would not work in all types of fixtures nor with dimmer switches, and that they would give off a harsh light.
E.U. officials sought to reassure consumers that they still would have plenty of choice, and that the changes would be gradual. The clear 60-watt bulb, one of the most commonly used, would remain available until at least September 2011, and clear 40-watt bulbs until 2012.
National governments will be responsible for enforcing the rules.
However, the European Commission acknowledged that compact fluorescent lamps had to be handled with extra caution. If one breaks, people are advised to air out rooms and avoid using vacuum cleaners when cleaning up the mess to prevent exposure to mercury and other electronic parts in the bulbs, officials said. Instead, householders should remove the debris with a wet cloth while avoiding contact with skin. Used bulbs should be put in special collection receptacles, officials said.
Stephen Russell, the secretary general of ANEC, a group representing consumer interests in the development of product standards, said the commission had set the limit for mercury too high.
E.U. officials said that they would find ways to push the industry to reduce the amount of mercury to levels around 2 milligrams per bulb from the current level of 5 milligrams per bulb.
The effects of the ban are likely to be felt first at the checkout counter, where supplies of old-style bulbs soon could dry up entirely.
In Germany, consumers have been taking the precaution of stockpiling old-style light bulbs. Sales of incandescent bulbs have increased by 34 percent during the first half of this year, according to GfK, a consumer research organization.
“Some delay may happen before you get all possibilities at reasonable prices,” said André Brisaer, another European Commission official, who is helping to lead the phase-out.
Other consumers have complained that compact fluorescent bulbs do not last as long as incandescent bulbs when turned off and on like a standard bulb and that they take too long to illuminate fully. In those cases, commission officials have recommended that consumers use halogen bulbs, which brighten more quickly and are up to 45 percent more energy-efficient than incandescent bulbs.
But WWF, an environmental group, said standard halogen bulbs should also have been removed from the market.
“Getting rid of incandescents is a no-brainer, but halogens are nearly as wasteful,” said Mariangiola Fabbri, a senior energy policy officer for WWF.
As for fairgrounds, E.U. officials insisted that adequate replacements were available that would retain their soft-white traditional ambiance.

UAE to lease Ukraine lands, for food security

(MENAFN) UAE is seeking to lease farmlands in Ukraine, and sent a delegation to meet with the country's
President, Viktor Yushchenko, in order to tap opportunities of investing in the agriculture sector, Gulf Daily News
reported.
The GCC countries are reliant on food imports, and have been increasing efforts over the last year to buy or lease
lands in some developing nations in order to secure food supplies.
Yushchenko said that nearly 40 percent of the world's fertile black soil areas are in Ukraine, and foreign
investment is needed to develop the sector.
Ukraine's Agriculture Minister, Yuri Melnyk, said that they will offer the UAE all kinds of projects such as leasing of
100,000 hectares of land to the creation of animal farms with 3000 cows. The UAE delegation would be shown
opportunities for growing crops such as wheat, barley, maize and sunflower oil, he added.

Kuwait's Markaz: Water - Crucial for sustainability of growth

(MENAFN Press) Kuwait Financial Centre “Markaz” has released its latest strategic report focusing on the water
sector in the GCC. The authors of the report M.R. Raghu and Amrith Mukkamala state that the GCC region has a
two fold issue in its hands. On one hand, the natural water resources are close to zero and on the other the water
consumption rates in the GCC region are one of the highest in the world.
The fresh water resources available in the region are lower than 1% of the total available global fresh water.
However, the region is home for 5% of the world’s population. Coupled with this the population growth is one of
the highest in the world. For GCC as a whole, the annual population growth rate between 1990 – 2009 was at 3%.
This is in comparison to a 1.8% growth rate in India and a 0.8% growth rate in China.
Demand & Supply: The low water availability in the GCC region can be mainly attributed to severe desertification
of land. The only source of fresh water in the region is the various acquifiers which are non-rechargeable in
nature. This has resulted in the GCC countries having the lowest levels of renewable water resources in the world
at an average of 0.6 Km3/ Year.
As the fresh water availability is low, the proportion of freshwater withdrawal to total renewable water resources
stands out with values over 100% in all the GCC countries, except Oman, indicating that more water is withdrawn
than the quantity annually renewed on a long-term basis, thus depleting the freshwater resources. At a country
level, Kuwait has the highest rate at 2075%, meaning that large use is made of fossil groundwater.
Sources of Supply: The very low availability of fresh water and its high depletion rate coupled with a rapid increase
in population resulted in a focus towards augmenting supplies. Supplies are enhanced by way of developing
groundwater, desalination and waster water treatment.
Developing ground water: All GCC countries have a limited number of large deep acquifiers. These contain nonrenewable
supplies of fossil water. These fossil waters have two limitations: finite lifetime and quality limitations.
In the past, there has been significant deterioration of fossil water due to an increase in exploration activities for
oil, breach of sea water and natural evaporation. World Bank estimates that this water resource availability will
shrink by half of its current size by 2030.
Currently, Saudi Arabia is the only country with large ground water resources. The overall ground water resources
in Saudi Arabia is at 22.46 Bn Cubic meter, which forms 82% of the overall fresh water resources in the GCC
region. The total fresh water resources in the GCC form 88% of the total water resources. The rest is produced
from Desalination and re-used waste water.
Desalination: Even though a costly process, currently desalination seems to be the only practical solution available
for GCC countries to increase supplies of water. GCC governments turned to desalination in a big way to meet the
growing demand for drinking water. The six GCC countries collectively spent more than US$40 bn over the last 25
years to expand desalination capacities.
The GCC region has 50% of the world’s desalination capacity. Saudi Arabia leads the world in terms of total
desalination capacity at 5.01 Mn Cubic meter per day. Due to the substantial amounts of investment (approx cost
of a 25 Mn Gallon per day plant costs $100 Mn), there has been an increase in private sector participation in
almost countries in the GCC (at varying degrees). The private sector participation has been by the way of setting
up independent water and power project (IWPP) companies that combines power and water production.
Waste water treatment: The current extent of waster water treatment for re-use is low at 17% of the total water
produced. Currently, the extent of waste water recycling is varying across the six countries. In Saudi Arabia, waste
water recycling is at approximately 5% of the total water. However, Qatar and Kuwait recycle upto 50-55% of the
total water.
Use of water: Due to extreme dryness of ground soil, a significant amount of water is required for agricultural
purposes in the GCC region. It is estimated that 85% of water requirement in the region is for agricultural
purposes. This extreme usage of water towards agriculture in decertified soil can be attributed to the government’s
ambition towards food security and food self-sufficiency objective of the governments.
However, in the recent past, there has been a change in the attitude of governments in the region. Saudi Arabia is

currently re-thinking on its agricultural policy. In a bid to curb overall demand, Saudi Arabia announced in 2008
that it was abandoning its 30-year program to grow wheat – which depletes much-needed groundwater resources.
The government will cut wheat purchases from local farmers by 12.5% a year, in order to achieve full import
reliance by 2016. This move is expected to reduce the strain on the supply side of water in the GCC region.
Investments in the water sector: The total quantum of investments in the water segment is estimated at USD
51.23 Bn between 2002 – 2015. This includes projects completed, currently under execution and future planned
projects. Bulk of this investment is split between future projects and current work in progress. The financial crisis
has impacted 11 projects negatively with an aggregate value of USD 2.8 Bn.
In terms of geographies, the highest amounts of investments are being made in Qatar at USD 13.72 Bn, this forms
31% of the total investments in the water segment in the GCC region. The total amount of investments in Qatar
inclusive of the completed projects since 2002 is at USD 15.31 Bn. UAE is a closest second with a total investment
of USD 11.13 Bn, almost equally split between projects in progress and future planned projects. Of this amount,
USD 2.21 Bn worth of projects has witnessed cancellations. UAE has witnessed the highest value of projects
getting cancelled in the recent past.
GCC water grid is the only project being planned at a GCC level. The shareholders of this project are the
governments of all the six GCC countries. The total cost of the project is estimated at USD 4 Bn and is scheduled
to be completed in 2012. The plan is to build a pan-GCC water network to enable the six GCC states to trade
potable water in both normal and emergency situations.
The project includes a 1,324 Km water pipeline from Sohar in Oman to Khafji in the Divided Zone. Connected to
the respective national water networks of each of the GCC states, the pipeline will allow national water authorities
to obtain between 23-40 per cent of their daily total potable water demand from the grid in emergency situations,
such as war, desalination plant breakdowns and coastal oil spills.
The plan also includes three supranational desalination plants, located in Sohar, Sila in the western part of the
UAE, and Khafji to supply the potable water for the network. Each plant will use reverse osmosis technology and
have a capacity of 60.5 Mn gallons a day. The Khafji plant will also include a power element.
Challenges
Financial Crisis: An estimated USD 2.84 Bn worth of water and waste projects in the GCC region have been put on
hold or delayed till date. Of this, 78% of the projects are from UAE at USD 2.21 Bn. Majority of these projects
have been put on hold or delayed due to reasons such as poor market conditions or delay in arrangement of
finance.
Cost Escalations: There have been significant cost escalations from the budgeted values historically. For example,
the King Abdullah Economic City: Desalination and MBR plant was originally estimated to cost USD 50 Mn. This has
currently been increased to USD 75 Mn, a 50% escalation in cost. Such cost escalations in the current financial
crisis is expected to lead to more projects getting delayed.
Reversal in population growth: The United Arab Emirates, which witnessed a 5.7% CAGR growth in its population
from 1990 to 2008 is all set to record its largest decline in growth rate for 2009 at -4%. According to IIF estimates
the population of UAE is set to reduce from 4.69 Mn to 4.48 Mn in 2009.
Also, Qatar which was witnessing a rapid growth in population with a CAGR of 7% from 1990 to 2008 and a
significantly high growth of 18% in 2008 is expected to witness a slowdown in growth rates to 3% in 2009 and
2010 respectively. Such a reversal in population growth rates have resulted in most of the developers re-analyzing
the viability of large city projects. E.g Nakheel.

Experts: Mideast heading for water crisis

(MENAFN - The Peninsula) With population fast growing and resources swift dwindling, the Middle East is heading
for a severe water crisis leading to a possible conflict in the region. A Cooperation in water sharing is the only way
to end a possible conflict on water crisis in the region, said a group of experts while participating in a panel
discussion being hosted by George Town University's School of Foreign Service in Qatar on Monday.
At the discussion on "Water, Energy and Climate Change in the Gulf" Sharif Elmusa, Visiting Associate Professor of
Georgetown University in Qatar said access to water is denied to an estimated 1bn people across the globe and
the Middle East may be heading for a conflict on he question of water sharing.
The rapid population and shrinking water resource may lead to severe conflicts in the Middle East. And if there
would be a war in the name of water sharing, it would break out first in the Arab region, where Turkey, Syria and
Iraq have the major water resources, he said.
Elmusa said Turkey and Iraq had a dispute over water sharing in 1975. Sudan and Egypt also fight over water
sharing in "90s. Being a poor nation Ethiopia hasn't enough dams to check the flow of its water resource to the
Egypt. Once they start building dams, Egypt will face major shortage of drinking water. Sudan and Egypt will have
also similar problems, he said.
Despite existing agreements, dwindling resources and population growth have elevated the strategic importance of
water in the region. For Middle Eastern nations, many already treading the razor's edge of conflict, water is
becoming a catalyst for confrontation - an issue of national security and foreign policy as well as domestic stability.
Given water's growing ability to redefine interstate relations, the success of future efforts to address water sharing
and distribution will hinge upon political and strategic approaches to this diminishing natural resource.
Mari Loumi, currently a Researcher at the Finnish Institute for International Affairs, said the Gulf region is facing
severe environmental problems. The climatic change has its impact on the gulf. High rate of sea level rising in the
region is a warning signal to the region, she said
The Middle East region is likely to face severe water and food shortage problems. This would lead to large scale
migration and consequent tension and conflict in the region, Luomi said.

Georgetown University also spoke. Mehran Kamrava, Interim Dean, School of Foreign Service, Director of Center
for International and Regional Studies, Georgetown University Qatar, was the moderator.
