B.M.; I do not think that they will have problems getting workers from Nebraska, but since Johnson Co NE is not that far from both Kansas and Iowa they could draw on these states as well.
I do not think that there will be a problem finding people who know and work around heavy equipment, but they may not be that familiar with mining practice. That will require management and supervisors who will need to relocate to Nebraska.

Chico,NEGoodlife,P.M.; I do not have time to explore this, but the question would be whether the Warrants NioCorp issued were covered, that is, did Niocorp purchase and hold treasury stock shares to use in the event of a warrent exercise, which would therefore result in no dilution, OR whether they were NOT covered and it will be necessary to issue additional new shares upon exercise of those warrents which would of course dilute share value. (Guessing the latter...)
I suspect that this has to do with issuing new shares for Lind's impending warrent exercises but I think the best thing to do is wait for Jim Sims to confirm this.
That said, the S/P has come back up a bit from its low. There is still a need for this mine and processing facility and its product and waiting for it to be financed is really sucky. If the DOD would stop focusing on gender equality and start looking at strategic metals perhaps they would get a bit more vigorous about advancing project funding for US Based Metals mines.
***Off subject but here is something interesting regarding the possible defection of a High level Defense official. How it will affect NioCorp I do not know but we do know how they affect the REEs markets!

]The Two Tom Property is situated within the Central Mineral Belt of Labrador, proximal to the northern margin of the Grenville Structural Province. It is underlain by peralkaline volcanic and porphyritic rocks of the Letitia Lake Group and cogenetic peralkaline and alkaline plutonic rocks of the Arc Lake and Red Wine Intrusive Suites (~1.3 Ga). The Letitia Lake Group and the associated intrusive rocks are bound on the north by terrestrial to shallow marine sedimentary rocks, basaltic flows and gabbro sills of the Seal Lake Group (1.0 to 1.2 Ga) and to the south by granitoid rocks of the Trans- Labrador batholith (1.65 Ga) (Belik 1996).
The Two Tom deposit occurs within a peralkaline syenite pluton that is 2 km in diameter. The southern portion of the pluton is comprised of unmineralized medium grained riebeckite syenite. According to Miller (1988), there is a mineralized syenite outcrop in the northern portion of the pluton, which intrudes the Letitia Lake Group at the lower contact with the Bessie Lake Formation (Miller 1988). The northwest striking Two Tom deposit has been traced by prospecting, trenching and drilling; and has been interpreted over 1.1 km. The Two Tom deposit is situated within the eastern end of the Red Wine Complex (REM press release: September 18, 2011).
Exploration completed by CRE in 2010 and 2011 on the Property includes prospecting, geological mapping, airborne geophysical surveys, trenching (channel sampling, and diamond core drilling.
The block model and mineral resource for the Two Tom deposit is classified as having Inferred Mineral Resources based on drillhole spacing and sample data populations. The mineral resource estimate for the deposit, at 0.6 total rare earth oxides percentage (TREO%) cut-off, is an Inferred Resource of 41 Mt at 1.18% TREO, 0.26% niobium pentoxide (Nb205), 0.18% beryllium oxide (BeO) and 0.06 thorianite (ThO2% with 5% of the TREO being made up of heavy rare earth oxides (HREO)).
The mineral resource was estimated by the ordinary kriging (OK) interpolation method on capped grades for all 15 rare earth oxides (REO) and three associated metal oxides, Nb205, ThO2 and BeO. The TREO% is a sum of the 15 individual interpolations of the REOs. No recoveries have been applied to the interpolated estimates.

The salient point is NOT a change to the "existing processing flowsheet" but the incorporation of "process routes for potential recovery of rare earth products." The the addition of REEs to the target minerals makes the Elk Creek Development more attractive to any currently committed or potential investors.
Doing preliminary testing probably being done on the the same or similar equipment that you intend to order for your processing plant. This is what you do this before you drop illions of dollars on a grinding mill that you later have to retrofit or replace because it did not do quite what you wanted it to do.

) on Wednesday said it has commenced its 2021 drilling and exploration program for critical rare earth elements, zirconium and hafnium in the Port Hope Simpson - St. Lewis CREE District in Labrador.
The company, which surged 6.9% in early Wednesday trading, said the 2021 drilling and exploration program includes three different drill programs at Deep Fox, channel sampling programs at Silver Fox and Fox Meadow.
Upon completion of the drill program at Deep Fox, a geotechnical drill program is contracted to start mid-August. Another drill program may also be executed to further update the resource estimate for the project.
The surface channel program at Fox Meadow aims to expand previous channel sampling programs to make the mineralized zone ready for a phase 1 exploration drill program.
At Silver Fox, the company will sample high-grade zirconium-hafnium mineralization on surface to make the project ready for a phase 1 drill program."
Search Minerals said it is funded with $2.5 million from its flow-through funding initiative completed in April."
