The project has already garnered the sign-off from Gillette Mayor Louise Carter-King, who touted both the partnership as well as the potential for the project.
“We always knew that this was the perfect site, and it is gratifying to know that others recognize the potential of the Powder River Basin to assist our nation,” Carter-King said in an ECED release announcing the project.

A couple takeaways from that article.
The photo clearly shows our test facility at Fort Union Industrial. The photo is described as "The future site of WyIC, near HWY 59 buildout". Phil Christopherson mentions news about a new pilot-scale production facility currently in the design phase at Energy Capital Economic Development’s Wyoming Innovation Center (WyIC). Says it’s scheduled to open next year as part of the exploratory project, where scientists will attempt to extract rare earth elements from coal ash.
Sound familiar?
He also mentions several promising opportunities on the horizon, including a pretty hefty investment on behalf of the U.S. Department of Energy (DOE).

So IMO, there's a pretty good chance the DOE investment he mentioned would come after the dry test runs.. There's a TON more to unpack here. Hoping JamesE_ will step in and clean this up a bit.

It's hard to know exactly what's going on..
Management owns a fair bit of shares. So I'm guessing the reason for the recent high-level dilution, is to raise $$ for the kiln & components. Nothing more.
We were told different things. It sounds like we were on the hook for either $500,000 or $1MM for kiln construction. Depends on what you read.
Either way, management would presumably need to raise these funds prior to delivery. I expect the rapidness to fade through August.

But considering the recent work on our patent portfolio, the fact we have a processing plant, and now a kiln. His eventual goal of commercialization appears undeniable. At least to me..

His basic goal was seeing this through to commercialization.
He doesn't seem too concerned about timelines and/or daily market prices.

As recently as June, the University of Wyoming School of Energy Resources, alongside Campbell County and the city of Gillette received the Department of Energy's Technology Commercialization Fund. The $1.62 million grant will support a three-year project to create a pilot-scale facility in partnership with the National Energy Technology Laboratory to commercialize the transformation of coal-related feedstocks, like coal ash, into rare earth elements.

Likely toxic debt along with company funding etc.
ECED is working on grants. Hoping we had to come up with some match $$ to acquire a piece of the pie. If so, things should drastically improve in August.

The possibility of CCTC needing a bigger slab to accommodate the kiln is nil IMO.
In the document below, you will see reference to The Waelz Kiln on page 56. If our company (mentioned on page 62) is using one of these rotary kilns. My bet is it will be mounted on pillars. A slab beneath, would seem pointless.
P.S. The typical Waelz Kiln is 50 meters (approx 164ft) in length. And approx 12ft wide. So an easy 3-trucks worth..

According to State records they have the funding through private groups for the first U.S based commercial facility. (Jindal Steel and Power) a partner may be connected, Jindal Group is a 22 Billion dollar conglomerate of companies in Indonesia-India.

According to Aiden, CCTC will retain full ownership of their test plant including the million-dollar kiln that the University of Wyoming is paying for.
A request from Governor Gordon resulted in an appropriation of “$5,000,000 from the general fund to the school of energy resources for the design and construction of a pilot
project utilizing advanced coal-based generated technology that captures not less than seventy-five percent (75%) of carbon emissions from a Wyoming coal fired power plant of at least five (5) megawatts.” There are other provisions in the language – the governor has final say on the choice of projects; the state has free license to the technology demonstrated; the state will not own any of the property or equipment

The DOE, DOJ and the past 2 Administrations have conducted several studies throughout the years on REM's. The U.S. recognizes the potentially problematic supply chain to these critical elements.
CCTC owns methods capable of solving this issue.
They are working along side the University of Wyoming and others to bring this technology to a commercial level. All while creating a cleaner burning feedstock which can be used to power the next generation of coal-generated electricity and carbon based manufacturing.
I have no idea if this has any reflection on AREC, but I suspect METC may be involved due to their similarities.
Considering market caps, partnerships etc - CCTC is the best play IMO.
