I would be more specific with your first question. Someone should ask if the Argus 1 is a production model. i.e. can it perform what it's designed to do or is it the first in a series of test blimps.
Otherwise they could answer yes because in their minds the Argus will eventually do what it's designed to do.
Maybe they are testing a device that tracks gasoline molecules as it passes trough the engine. It would have to be very very very small.

I hope I'm wrong, but usually the simplest explanation is the right one. I think this Argus cannot fly higher than we have seen, otherwise they would have showed us a video. I think they're hoping for a contract to develop it further. We are a long way from the production model.

I speculate that we are demonstrating a true prototype to the military, not dissimilar to Old Vern's helicopter. All in the hopes that some larger company will buy it and complete development or the military will give us a contract to develop it.
I hope I'm wrong, but it makes more sense than these connect the dot scenarios.

It could be a time and material contract. Such contracts are for a specific time period and have a maximum amount.
GTC agrees to sell the navy the units at a certain price and airtime at a certain price for a period of two years for example. But the Navy cannot commit to the number of units they need. I'm just guessing here.
