I don't agree. There is no reason not to show the blimp at a high altitude. My bet is because it has yet to be flown anywhere close to the top of its range.
I speculate that we are demonstrating a true prototype to the military, not dissimilar to Old Vern's helicopter. All in the hopes that some larger company will buy it and complete development or the military will give us a contract to develop it.
I hope I'm wrong, but it makes more sense than these connect the dot scenarios.
