I say that the Authorization of additional shares and the total compensation package being proposed is very typical of NASDAQ type stocks except the 1Billion Shares is a bit much to swallow.

Arendt and his colleagues discovered that hyperphosphorylated tau accumulates in the brains of hibernating European ground squirrels (Spermophilus citellus). The more synapses the rodents' brains lost during hibernation, the more hyperphosphorylated tau accrued in their neurons.
