With a current death rate of 2.8% the death rate to achieve H.I. would be approximately 5,600,000...That is a mighty high price in my opinion.

The ambler road project is a good example of where NAK may be headed if the northern route is used. In that project Alaska Industrial Development and Export Authority (AIDEA) does not have eminent domain authority. There are limits on the use of eminent domain for economic development, but there are exceptions, and the Alaska State Legislature has the authority to create new exceptions. I think creating a toll service would be better suited than ED in my opinion.
