Anyway, I wouldn't want to travel somewhere to see an "American community" ... I have lived in those before. In Africa we lived 'on the economy' ... but we did have significantly nicer houses than the run-of-the-mill Congolese or Algerians, I have to admit. Heck, I had floors in my house! LOL
In the Congo, right in the next lot over, lived a family in a tin shack, with no electricity. He was having some sort of family get together one time, and came and asked if he might run an extension cord from my back porch over the wall to his house, to use for lighting. How do you say no to that? Well, long story short, I got invited over for their party about half-way through. Now, they partied! Dancing to the drums until 'zero-dark-thirty' in the morning.
I liked living in the real Congo. The real Algeria was OK, but the people weren't nearly as friendly. They tended to throw rocks at us, and try to spit on us if they thought they could get away with it.
Boy, you sure do have a way of livening things up!

I supervised the guy who used the "I am Jesus" excuse, when he was released on parole. He lasted some three days out in the community, before I had to lock him back up. He walked in my office the first day and started trying to preach to me about how he had been sent to save all the sinners who were reporting to my office ... I set his next appointment for two days later, and had a warrant waiting for him. It literally took two young, strong officers and myself to control him and get him cuffed. He was about 6'3 and around 230 or so. The mental cases are always much stronger and harder to control ..
His orignial crime was, he walked into a restaurant, pushed the hostess into a corner and walked over to a table, picked up a steak knife, and reached over and cut a lady's throat. Never seen her before, never met her, didn't even know her name. He just knew he should punish her for her sins. He then proceeded to walk out, cross the street and stand there with his head bowed until the cops came to arrest him.
All he said was "Did the bitch die yet?" He revealed his "Jesus" defense at trial - against his lawyer's advice.
As far as I know he is still incarcerated. I processed paperwork to have him declared criminally insane, and it was still in process when I left. He would be kept incarcerated until it was decided ... so I didn't care if they took 10 years to decide. I couldn't believe the prison officials didn't do that while they had him incarcerated - amazes me the people they let out on parole.
Wow, if only we could figure out the 'reason' things like this happen.
Was it race based?
Did this lawyer maybe represent this guy or a relative/friend, some years ago and that person got convicted and went to prison?
Was the stabber hearing voices, telling him to stab this woman?
Did the stabber believe he was Jesus, and was punishing this woman for some sin she committed?
The story at trial will probably be different than either of these, but I have heard all of these given as 'reasons' for harming someone.
The real truth is, "we" don't think like criminals think. Therefore we can not understand why they do what they do.

I am somewhat surprised at the very low bond ... That's quite a low bond for such an act. But then again, bond is only to guarantee presence at trial, and really nothing else.

They both serve a purpose, of course, and both are fine for their purposes. For punching paper, I go with the least expensive ammo I can find. I'll then always fire a few rounds of my 'good stuff' just to verify zero with that ammo.

DHS has some 27 different agencies under their umbrella that used 40 caliber pistols. I imagine some use.223 carbines too.
That's a lot of ammo. But how many rounds would it take for twice-a-year range practices and qualifications for their large number of agents.
The order was to cover a five year period too, if I remember correctly.
I'm not sure what to make of it, other than it is a lot of ammo.
I don't put anything past this administration, but on the other hand five years worth of qualification firing and familiarization firing would take a lot of rounds, for the large number of folks DHS would be supplying.
That's not really so bad. Federal 55gr jacketed has been $39.95 per 100 at Walmart for the past couple of years at least, which is the price I use as my general 'guideline' ... $40 per 100.
Less than that is, I believe, getting a pretty good deal.
