We highlight Aerohive Networks (ticker: HIVE ) (rated Buy with a price target of $7) and Neutral-rated Aruba Networks ( ARUN ) (with a price target of $21), Cisco Systems ( CSCO ) (with a price target of $27), Extreme Networks ( EXTR ) (with a price target of $4) and Ruckus Wireless ( RKUS ) (with a price target of $15) as a primary beneficiaries in our coverage universe as Wi-Fi is funded longer term.
In an open meeting of the FCC on Dec. 11, the commissioners voted in an expected three-to-two decision to increase the annual budget on the E-rate program by $1.5 billion, effective at the beginning of the E-rate fiscal year in July 2015. The increased budget is targeted at increasing school broadband connectivity, particularly in rural areas, and includes the previous order to fund Wi-Fi ($1 billion per year), eliminating the fear of a drop-off after the 2016 funding year and securing higher funding for the entirety of the five-year plan (fiscal 2015- fiscal 2019).
Improving fiber and connectivity offered as rationale for increased annual budget, Wi-Fi funded longer term with minimum $1 billion annually. Commentary by FCC commissioners during the open meeting suggests that the increased funding is geared towards increasing broadband connectivity. However, as indicated by dissenting commissioners, funding is not earmarked towards specific project spending.
In other words, funding for Wi-Fi in any year could exceed $1 billion should there be significant demand. In addition, and perhaps more importantly, our view is that Wi-Fi appears to be funded beyond 2015 and 2016 as an ongoing component of the five-year E-rate program which ends in fiscal 2019. We also think the program is likely to be extended beyond 2019. We continue to think the longer-term funding for Wi-Fi in schools is an incremental positive with a primary impact on Aruba Networks, Cisco Systems, Extreme Networks, Aerohive and Ruckus Wireless.

I see that both ARUN and HIVE are up today so I'm guessing the sell yesterday had some impact on todays action. The wireless sector isn't down like Rucklus.
Can't figure these sells out if they believe in the company. Most any believer would hold their shares to gain more. I thought about them divesting preceding a merger or buyout, but that seems only a far-fetched dream. Maybe we should approach IR and ask them what this all means? It suxs.

Are you aware of anyone at an investors' conference or annual meeting asking management about the continuous insider sells? Another 10,000 sold yesterday on the open market. I'm sure that some are automatic, but never seen a company with only sells for such a long period.

With the very recent ACMA report noting that the number of adult Australians who have 'cut the cord' and gone completely wireless increasing by 33%, Ruckus Wireless which sells Wi-Fi access points to businesses, city councils and others has pounced in the hope of selling more products to Australian businesses and organisations - saying Aussies will be the 'ultimate winners.' Ruckus Wireless is presumably doing a roaring trade in Australia with a lot of Wi-Fi deployments going on, as seen in places like Perth's CBD, in Sydney'sLuna Park and elsewhere.
Pointing to the recent ACMA report, which iTWire covered here earlier this morning, Ruckus Wireless A/NZ MD, Pat Devlin, said "it is clear that Aussies have an ever-increasing appetite for data and content. What's really interesting is that we are seeing more Aussies cut the cord and go mobile.
"This is going to put increasing pressure on telecom operators, city councils and venue owners to provide wireless internet access.

Ruckus Wireless : Perth free Wi-Fi expands under non-telco arrangement

Perth's free Wi-Fi service has expanded to offer internet access to users in Northbridge, in a free connectivity model that differs from others around Australia.
It follows last year's rollout of the free internet service in Perth's CBD - the first of its kind for an Australian capital city.
Users of the Ruckus Smart Wi-Fi network are now offered a continuous link from the city centre to key public spaces and commercial areas in Northbridge, including the cultural centre, piazza, Russell Square and William, James and Lake streets.
Ruckus Wireless is a US-based supplier of wireless equipment. It built the network for the City of Perth, without a telecommunications company such as Telstra and iiNet which are involved with free Wi-Fi offerings in other capital cities. Optus is also preparing to wrestle some of that market from its rivals.
Ruckus' outdoor access points are positioned on street lamps and furniture around the city, and together with the company's own mesh network connect the access points without having to lay additional, expensive cable backhaul.
Perth Lord Mayor Lisa Scaffidi said the initiative would aid tourists and businesses in the area.
The network now covers a total area of approximately 50 hectares, she said.
What makes our network special is its blanket coverage.
Users can now walk from the Bell Tower to Northbridge Piazza without being disconnected.
Almost 25,000 devices were connected to the network during September, according to companies working on the project.
Ruckus and TSG said more than 200,000 reliable network connections occurred in the past 12 months.
City of Perth chief information officer Jonathon Stoate said he was pleased with the network's performance, which supports up to 2000 users at any given time.
We chose wireless technology that could cope with lots of interference in a challenging and changeable outdoor environment, he said.
Ms Scaffidi said the city plans to expand the network even further as it works towards covering the majority of the city centre.
Right now it is Northbridge and the CBD, and we are considering further expansion in these areas, as well as other locations to the east and west of both major precincts, she said.

The vendor supplying up to 10,000 802.11ac access points for New York City's LinkNYC is Ruckus Wireless, the same company that is supplying Wi-Fi gear for cities like San Francisco and San Jose, Calif., albeit on a much smaller scale, sources close to the matter say.
Earlier this week, New York City Mayor Bill de Blasio's administration announced the selection of CityBridge to develop and operate the LinkNYC project. CityBridge is a consortium of companies that includes Qualcomm, Titan, Comark and Control Group. CityBridge's extended team includes Transit Wireless and Antenna Design.
A spokeswoman told FierceWirelesTech that CityBridge was unable to comment on Ruckus' role in the project. The city's Department of Information, Technology and Telecommunications spokesman could not immediately confirm Ruckus' participation. A spokesman for Ruckus Wireless would not comment.
Ruckus offers dual-band 802.11ac outdoor access points (AP) designed explicitly for high density public venues, such plazas and malls, and other dense urban environments, including the type that would be used in harsh outdoor environments. Its Smart Wi-Fi equipment, which is Passpoint certified by the Wi-Fi Alliance, is being used to power the Hotspot 2.0 service across both San Jose and San Francisco Wi-Fi networks.
According to the LinkNYC website, LinkNYC will be the fastest and largest free municipal Wi-Fi deployment in the world. As part of the plan, public pay telephones will be replaced with iconically designed Links, where residents can make free phone calls in the U.S. and get free 24/7 Internet access at gigabit speeds.
The service promises the ability to download a two-hour HD movie in as little as 30 seconds. Digital displays will show advertising and public service announcements. The Links will house state-of-the-art wireless technology, interactive systems and digital advertising displays.
This is likely a big win for Ruckus, which is continuing to ramp up work with municipalities across the country. While other Wi-Fi projects are being conducted in cities like San Jose and San Francisco, those are on a smaller scale and do not involve the same concept as New York's, using old phone booths converted into space-age type kiosks.
Municipal Wi-Fi was all the rage a decade or so ago, but few projects succeeded, as CCS Insight analyst Peter Bryer writes in this blog. Analysts at CCS say municipalities and their partners often underestimated the complexities and overestimated the benefits of their Wi-Fi plans, with the majority of them lacking clarity around financing and charging.
If the concept of a profit-generating, free wireless network sounds naively optimistic, it's worth pointing out that it's different this time, Bryer writes. The hardware goes further and does more, and there are a lot more devices and services around to enjoy the free ride. In addition, residents and tourists could get used to it, as could companies such as Facebook, Twitter and Uber. These service providers know about zero-rating, or subsidized data, enabling free access to their sites, he writes.
New York's plans are ambitious and revolve heavily around advertising--something the city apparently thinks its residents and visitors can withstand more of. The network is funded through advertising revenues and is expected to generate more than $500 million in revenue for the city over the next 12 years, according to the project's media data sheet. Construction of the network will begin in 2015.

The SmartCell Gateway (SCG) 200 represents the first in a new category of scalable and versatile WLAN controllers with support for 3GPP compatible WLAN gateway functionality. It has been designed to eliminate the difficulties operators are experiencing with building and managing large-scale Wi-Fi RANs and integrating them into the mobile packet core. The latter is required for a truly scalable heterogeneous network (HetNet) deployment. Capabilities include:
The SCG-200 offers one of the industry's most scalable WLAN controller architectures, through a unique, dynamically scalable clustering model that maintains carrier-class availability and resiliency through N+1 redundancy and hot-swappable components. An SCG-200 cluster can support tens of thousands of Ruckus Smart Wi-Fi APs and hundreds of thousands of concurrent Wi-Fi subscribers, with an aggregate throughput of 20Gbps per 2RU's of rack space. The SCG's carrier-class element management system (EMS) can be integrated into an operator's central NMS via standard data exchange interfaces, providing feature-rich management of access points, such as RF management, load balancing, adaptive meshing and backhaul optimization.
The SCG 200 can provide Trusted WLAN Gateway functionality per 3GPP TS 23.402 (June 2012). Trusted WLAN Gateway functionality allows a Wi-Fi RAN to connect to a P-GW (or GGSN) in the mobile packet core over industry standard interfaces and using standard protocols like GTP and PMIP. This approach utilizes 802.1x/EAP for secure authentication and 802.11i for Wi-Fi airlink encryption. These protocols are supported on all smartphones, as they are required as part of the Wi-Fi Alliance's WPA2®-certification program. The SCG 200 can also directly interface with mobile packet core AAA or HLR/HSS systems for client authentication and policy setting.
The SCG 200 can also offload traffic directly to the Internet. This would usually be the case when the traffic is not SIM-based, and would not benefit from being backhauled to the mobile packet core. Examples here include tablets and laptops, which in most cases do not have cellular modems. Local breakout requires that selected services be performed at the SCG 200, most of which would normally be provided in the mobile packet core.
The SCG 200 provides an integrated carrier-class element management system (EMS) that can be used for rapid deployment and eliminates the need for separate and expensive management systems. The built-in EMS provides user-friendly full-fledged FCAPS support and can be easily integrated with existing OSS/BSS systems via a variety of interfaces ranging from traditional SNMP or CLI based interfaces to web programming friendly secure API based methods (RESTful JSON).
Site acquisition is always an issue when deploying small cells, and this is made much easier by integrating a small cell into a Wi-Fi access point as the latter is an operator neutral solution that is preferred by most site owners. The SC 8800 can also provide wireless backhaul using Wi-Fi technology in the 5 GHz band. Other capabilities include support for AC power, power-over-Ethernet, integrated GPS receiver, integrated spectrum analysis, BeamFlex adaptive antenna technology, and much more.
A key part of the Ruckus value proposition is our BeamFlex technology with integrated antennas, which steers RF energy toward the user that it is communicating with and away from all other AP's in close proximity. This increases the gain by as much as 6 dB and the interference mitigation by as much as 15 dB.
