This is "affecting the ground" situation, means extreme EPA studies and environmental impact studies and the like need to be done BEFORE a shovel full of ground can be legally disturbed..

I know who PLL is and is Australian owned corp. I live in this area too and know how badly entire meeting went other night.
The US markets are broken to coin a phrase from another very old fund manager I know, as the PPS here should NOT have gone up but very down yesterday...
As an example, LAC took about 12 years to get their mining permits in pace, PLL just now filled in a State Application- that is all !!! PLL has no zoning change variance either voted for and decided b y the community County Commissioners to even be able to "be in such business" there. Re-zoning requests take a lot of time.

Piedmont Lithium (NASDAQ:PLL) says it completed the initial presentation to Gaston County, North Carolina, officials for its Carolina Lithium Project and plans to submit its mining permit application in August as planned.
The company says it addressed "misunderstandings" in media reports regarding the mine's development timeline, permit applications and commitment to the environment.
Five out of seven Gaston County board commissioners reportedly said they may block or delay the planned lithium mine and battery chemicals project, sending shares plunging 25% yesterday.
B Riley analyst Lucas Pipes suggests taking advantage of the weakness in the stock price, and highlights that "Piedmont has created multiple pathways for successful customer deliveries through its investments in Canada and more recently Ghana."
According to Bloomberg, Pipes was encouraged by the Gaston County commissioners' apparent desire to balance economic development with citizens' concerns about nearby mining.

Been following PLL since I sold to see where it would eventually go. But I must say that there was an assumption by most investors that the county officials and permits were not going to be a problem (if not already secured).
iMan--your description of the local dynamics could be the case for many rural counties in many states.
The short interest in PLL will be interesting to watch.

On July 20, 2021, Reuters reported that Piedmont "has not applied for a state mining permit or a necessary zoning variance in Gaston County, just west of Charlotte, despite telling investors since 2018 that it was on the verge of doing so." According to the article, a majority of the board of commissioners said, "they may block or delay the project because Piedmont has not told them what levels of dust, noise and vibrations will occur, nor how water and air quality would be affected."

This entire mess locally with Gastonia (20 miles south of Hickory, NC) area, is stupid ! People here are stupid. County Commissioners are stupid as well... NONE are Independent free-thinking people...I do not know how else to say it, but I have fought to exist here the last 22 years in my own small construction industry business..
YOU folks from "Down Under" have no clue how backwards this region is and they like to keep it that way... SAVE yourself the headaches that will last years trying to get any sensible results..
It is a TaskMaster & Slave mentality still alive and well in this region and most of NC. Unless the State can control something , they will not allow it to happen- period ! The legal system in most counties is designed to keep things that way too...
As I told your CEO, perhaps you need to look into a merger of sorts with LAC (Lithium Americas Corp.) which is a Canadian firm, yet has massive mining acreage out in Nevada only 2 hours away from Elon Musks' largest TESLA MFG plant as it is! And Trump Admin gave them allowance to proceed with addition mining on Native/Federal Lands just prior the election change happened. They also have a Venezuela mining operation expanded big time with expected increase in $$$ from that later this year as well.
Trying to do anything here in NC, especially in the Catawba, Alexander, Mecklenberg County region that makes sense for all people, is like trying to pull your own teeth out. Why nothing changes here for generations, and the ONLY ones with most wealth are relatives/heirs of the old landowners who came here and is generational wealth passed down, while keeping residents and others caught in low wage jobs and careers- How they control them... Those old landowners "kin" today are the ones who get elected as County Commissioners, Judges and lawyers in local legal system, etc. etc etc..
I screamed at local Channel 9 news reporter this am, running the meeting results here from yesterday, at how stupid people are to not want high paying jobs and careers from this mining operation which YOU still need State approvals, local rezoning allowance and permits for. THEY will keep you tied up in litigation for years trying to get such here to drain your wallets for the legal practitioners in this region.
I warned you all. I live here. I am not from here originally and well traveled. But this situation gets me so damn angry about how stupid so many are here against this, yet they demand "alternative energy or battery powered cars" and have no idea you first, have to mine the product and process it, to be the lithium ion batteries they are demanding we need more of !!! One reason NC is/has been a massive welfare State for some time, and Democrat controlled. ONLY 2 times in history, since reconstruction, has there ever been a Republican Governor too...

Residents in Gaston County are pushing back as Lithium Piedmont aims to expand its mining plans.
The county is home to one of the biggest sources of lithium in the world.
In recent years, Piedmont has obtained hundreds of acres west of Gastonia for the purpose of mining lithium there. Company officials said they have recently found more lithium in the county’s ground and they want to expand their project to include those areas.
The company’s goal is to become a domestic supplier of battery-grade lithium hydroxide, and it hopes to soon have a production plant in the county, creating an abundance of new jobs.
But many residents in the area said the damage the project will do to the community outweighs the benefits.
“They say they are bringing 500 jobs, but at what cost? They are threatening farms and homes,” resident Will Baldwin said.
According to Baldwin, the land near the proposed operation has been in his family since the 1700s. He believes the mining is going to do irreparable damage to the community between Dallas and Cherryville.
“That’s a risk we really can’t afford in this region,” Baldwin said.
Catawba Riverkeeper Brandon Jones said he plans to attend the board of commissioners meeting next week when Piedmont Lithium is expected to make its pitch to start the permitting process on a $500 million investment.
He worries that they will have to fill in wetlands and streams that could drain area waterways if there is a drought.
“They will be pumping the ground water back up and trying to fill those streams,” he said.
Jones said he wants the county to closely monitor the mining operations.
Channel 9 spoke with Piedmont Lithium representatives by phone Thursday and they said they want the same.
The company said it looks forward to working with Jones and remaining open about all of its expansion plans.
Officials said they expect to mine for lithium that will make longer running electric-powered cars and improve battery powered devices while also creating jobs in Gaston County.
The company will make their pitch to the board next Tuesday to begin the steps toward building a processing center and mines in the area.
Some residents have already agreed to sell their property to Piedmont Lithium to make room for mining.
Officials said they hope to clear local hurdles in the next few months and get approval from the state by the end of the year.
The Gastonia area used to be the top source for lithium. The Charlotte Business Journal reports much of the world’s supply of the chemical element came from two mines west of Gastonia from the 1950's to the 1990's.
Piedmont Lithium will now mine that same area for lithium ore and refine it for Tesla.
