OTC Markets Group (OTCM) is not a scam.
In any analysis of the Over the Counter Market, it is essential to break out the individual tiers. According to a US Securities and Exchange Commission publication entitled Microcap Stock: A Guide for Investors, these three tiers are:
* OTCQB - includes the securities of companies that are current in their reporting to the SEC or a U.S. bank, thrift or insurance regulator;
* OTCQX - reserved for the securities of companies that are current in their reporting to the SEC or a U.S. bank, thrift or insurance regulator, or, in the case of companies that are not required to report to the SEC, meet and remain current in their reporting obligations to OTC Link under its proprietary Alternative Reporting Standard; meet certain eligibility requirements; have audited financial statements; and partner with a third-party securities attorney or investment bank that reviews disclosure and acts as a professional advisor; and
* OTC Pink - an open marketplace for a broad spectrum of equity securities, with no financial standards or reporting requirements.
There is, however, much more to it than that. OTCMarkets has individualized tiers both within and alongside of the Pick Sheets classification. By way of example, they provide those stocks that are current in their reporting obligations under one or another approved method with a notice to that effect in order to better inform potential investors. In those instances in which a particular stock remains listed with the company having filed for bankruptcy, a "Q" is appened to the stock's ticker, and a notice is clearly posted with the stock's quote, cautioning investors about the potential dangers of trading in companies facing bankruptcy.
They also identify such things as "grey market" and "Caveat Emptor" securities, warning potential investors that little - if anything - is known about the current operations of the companies behind the tickers. And, when the SEC orders a halt to trading and the providing of quotations for a specific stock, OTCMarkets fully complies, and posts a notice to that effect,
If a company submits information that is both audited and signed by legal counsel, the exchanges have no alternative but to act on that information as being true. No stock exchange - whether it be the OCT, NYSE, or the NASDAQ - is obligated to vigorously investigate the claims set forth by accountants in the reports that companies file. That job falls on the SEC, FINRA, and other watchdogs.
Neither Enron nor Arthur Andersen, nor any exchange can be held to account for the loss of any person's life savings. Sadly, there are many would-be investors out there of the opinion that even after a particular stock goes parabolic, with its RSI screaming "get out while you can," they can still hop on board at the very pinnacle of the run, believing that the stock will continue to rise in such an way in perpetuity.
History tells us that this is not true.

OTCM - Did not know that!
Just one piece of the Naked Short selling problem imo.
I would think they collude with other entities to manipulate the market, thus taking Billions from investors that cannot afford to trade on the higher exchanges.
Hopefully some entity is watching this, and brings it to a halt soon. Enough lives have been ruined because of Naked Shorting.

OTCM - Nobody! Remember, it doesn't matter what the SEC has to say about FINRA's rules and how FINRA fails to enforce them.
OTCMarkets is no different than a CBOE, who was enabling naked short selling abuses on their watch, and on their quote system.
the CBOE is much larger and is much more monitored by traders and members doing the right thing.
On the other hand, the OTCMarkets are not closely monitored. In fact, not only is FINRA enabling the abuses, but so is the party providing the quotation avenue. Together, they have the SEC convinced that they will alert the SEC to situation that merit their involvement.
Just a matter of time before the OTCMarkets.com site is shut down, and the quoting of OTC stocks are moved to a safe haven.
Now that awareness has been brought to who may be at the heart of the short selling and manipulation of OTC quoted stocks, shareholders in OTC stock can now monitor the party that may be affording the loopholes for abuses.

Finally, someone that understands the changes OTC Markets Group has pushed over the last couple of years (some with pressure from FINRA and some without). Transparency is a good thing, it allows investors to get educated (as you said).
For the amount of money these scams pay for promotions, "awareness" campaigns, gifting shares, selling shares at steep discount to "504" contributors, or issuing huge notes beyond the value of the money loaned, they could pay for transparency for years. But nah, they rather sell shares and not build businesses because that requires to much work. It is much simpler to make up cool stories and sell them to the unsuspecting.

Ahhh... the real crux of the problem, they are removing "suckers" to fleece.. That must be emotionally draining to know that more and more investors are becoming educated and avoiding the scams perpetuated by crap CEOs and shell owners. What is worse is pumpers and promoters are having to work overtime to bring in the volume that is just not there anymore. The days of PSC and driving a large herd to the slaughter are long gone. A promoter can no longer sit on the boards and pump fiercely for days on end milking every last drop from the ignorant. In fact most pumps last hours if not minutes, rarely a day or two.
Not even "star" power will bring in the suckers, the average investor now knows even they will stoop down to fleecing investors. A good example is that MMA guy Frank Mir and the ticker SUFF, must be nice to know he fleeced a few unsuspecting investors for a few more thousands of dollars each in hoping they could average down enough to see better days. How that company has dried up and disappeared after a massive note converted.
The OTC is much better place because of it.
By doing what investors have asked them to do? You mean actually following the rules as opposed to no structure and or accountability. Seems to me they are running the scam companies out of the business of selling shares only as opposed to product. Instead of selling a block of shares at a discount so that person can run a pump and dump campaign doing absolutely nothing for the business let alone the shareholders, they are making them operate a business. Sounds like they are making them do what they should be doing.
A good example of a scam is ENTK/SUFF for example not a single product or intention to sell a product, but hey plenty of shares thrown out there for insiders to profit. Plenty of money spent on promotions and " awareness" campaigns. Plenty of empty PRs resulting in absolutely nothing positive for shareholders, but hey someone or a group was more than happy to unload more shares at their expense as they all averaged down into the dirt. Those Note Holders were certainly happy to unload their newly converted shares during volume peaks.
But it is not just that particular trading symbol, it is a majority of them that no longer care about running a business, they found it easier just to sell stories and nothing more for shares. That is the reality, those days are coming to an end.
Might want focus your anger towards those who brought the focus down on them, the scammy CEO's and shell owners of these OTC tickers, they are your problem not the OTC.
Who are these "stuckholders" other than insiders and debtholders? Low float means no movement. But who cares, still making money off the dividend .
Another Dead day for OTCM and its stuckholders
I have done my homework, as has the auditor, the disclosure counsel, FINRA, and other holders. I cannot find any record of a lawsuit, SEC complaint, FINRA violation, or BBB complaint in the last several years. What I have found is multiple meetings with and memos from the SEC and FINRA as these regulators expand the national market system (through Regulation NMS) and continue to require heavier regulation requirements on ECNs - all these meetings and memos are informational and you can see them for yourself by searching the SEC's website with their legacy search engine.
Can you provide a source to back your opinion for other investors?
Please do your own homework. I'm letting the little guys know that OTCM derives it's money by extorting small cap companies and has several sec complaints against it.
So the auditing firm of Pustorino, Puglisi & Co., LLP is lying too? And the disclosure console of The Nelson Law Firm, LLC is lying too?
Also, it isn't a regulator site. It is the site of a ECN that has been approved by FINRA and is overseen by FINRA through the SRO privilege given to it by the SEC and Congress. Is FINRA and the SEC failing to do their jobs too?
They should all be in jail. OTCM basically regulates itself. Such a joke. Pps will be under $1 soon

Cooked books? Proof? The auditors have signed off on the statements with each and every filing and the DAD has confirmed the numbers are legitimate.

THE PROBLEM
The level of uncertainty displayed on these situations is untenable. An investor cannot consume his time and mind resources caring about how his stocks will handle common corporate actions.
He cannot consume his time and mind share worrying that the handling of corporate actions in his unsponsored ADRs will be anything buy perfectly in line with what happens on the underlying stock, or any other stock or ADR.
The result of this uncertainty is obvious: The investor will take his business elsewhere. He'll either take it to the underlying markets or to other stocks altogether.
For OTCM, the result also is obvious. These unsponsored ADRs, whose number of listings has been growing strongly, will fail to ultimately catch the fancy of investors.
These stocks will turn into low-volume listings which will be prone for litigation, as investors are UNJUSTLY BURNED on them due to non-transparent handling of common corporate actions. As a result, adoption of their use will suffer.
CONCLUSION
The present handling of corporate actions on unsponsored ADRS quotes in OTCM's Pink Sheets segment (originally wrongly stated as the OCTQX segment) is wildly flawed. This handling of corporate actions will ultimately burn the segment.
While ultimately depositary banks are guilty of these flaws, for OTCM whoever is guilty is irrelevant. The fact is that an investor cannot spend his resources trying to understand if his stock will behave like the rest of the supposedly pari-passu stock on the same company.
Mishandling of these corporate actions presents the risk of loss for investors dabbling in them, at no fault of their own.
I believe this is an underappreciated problem for OTCM, which will become a large obstacle to its continued growth. A strong stance on this issue, with the guarantee of transparent corporate events, is the only thing which can save this segment over time.

INVESTORS BEING BURNED CONTINUOUSLY BY OTCM's "AGENDA"
OTCM is not obligated to vet any of the stocks they quote. And only FINRA and the SEC can legally halt all brokers from trading in a company's shares.
In Cynk's case, OTCM flagged the stock with a "caveat emptor" skull and crossbones symbol on July 9, after Cynk's shares had more than doubled. Cynk shares thus traded another day, rising as high as $21.50; they'd traded as low as $0.08 last year.
The SEC issued its halt order July 11. "I Tweeted on Thursday saying it was not a question of if the SEC halts this, it's when," Coulson said. "It was going to trade at some ludicrous level for some amount of time — which was a day —
the SEC was going to halt it, and everyone involved in that stock are going wish they weren’t involved."

OTC Markets Group Inc., which runs markets for over-the-counter trading in more than 10,000 securities, released a new policy on Tuesday to stem fraudulent stock promotion --
or ginning up positive attention for a security, while being compensated in secret by the company itself.
Companies were reminded they need to make timely disclosures about important developments, which includes dispelling anything misleading spread by promoters.
Earlier this year, the U.S. Securities and Exchange Commission went after 27 individuals and groups that promoted stocks, including on investing websites like SeekingAlpha.com.
The SEC said the fraudulent promoters gave the impression they were providing independent analysis while secretly taking payments for their work.
The SEC agreed to several settlements, including one of almost $3 million.
“This is a problem, so for us to show leadership on improving transparency is a good thing,” Cromwell Coulson, president and chief executive officer of OTC Markets, said in an interview.
To address the issue, OTC Markets says it will start flagging dubious securities that are being promoted in the first quarter of 2018.
It will also start asking some companies that are the subject of stock promotions to notify investors.
If OTC Markets deems them a threat, they’ll be labeled with a skull-and-crossbones icon on its website.
(That buyer-beware signal is already used on the site, but this broadens the use.)
