Yes, NEGS is technically allowed to begin trading on the Grey Sheets. However, when a stock is facing imminent revocation Brokers are reluctant to permit trading.

If a suspended stock is not an SEC Filer where the stock could trade for years on the Grey Sheets the Brokers are more likely to permit trading IF there is demand for shares.

Once the SEC suspends a stock for Financials delinquencies it is too late for a company to remedy the delinquencies. The SEC Admin Law Judge (ALJ) will revoke the stocks registration. The company has a choice to not oppose the stock revocation whereby the company could file a Form 10 for a new registration, or the ALJ will revoke the stock registration by DEFAULT and the company would forever be denied any new stock registrations.

Here is a case study of a stock that was suspended for Financials delinquencies where the company filed all delinquent Financials immediately after the Suspension. The ALJ denied the company's appeals to avoid stock revocation. Read the encompassing comments by the ALJ. The company may file a Form 10 for a new stock registration but shareholders of the revoked stock would not benefit even if the SEC approves a new stock registration.

NEGS is severely delinquent in filing their Financials and corporate filing obligations to the SEC. On Feb. 20, 2015 the SEC suspended 8 stocks from the Delinquent SEC Filers list, and it is likely that more delinquent Filers will be suspended.

Since Jan 1st, 2010 the SEC has suspended over 1290 stocks for Financials delinquencies. All of those Suspended stocks had their stock registrations revoked.

Shareholders should contact the company and pressure the Mgmt to file their delinquent Financials because ALL shareholders would be wiped out IF the SEC suspends the stock.
