Go onto Goggle and look up US scrap plastics by grade, condition, source, colour and the like. There are also plastics scrap exchanges as well.
I have also been in touch with domestic plastics buyers.
Both sources can give you a reasonable estimate of the range of scrap prices. A scrap yard if they spend the money on sorting can increase their revenue per ton five fold. The price of scrap plastic mirrors that of WTI crude. High crude prices encourages plastics users to use reprints, off cuts and sorted recycled plastics to get a substitute for virgin oil.

Our community has a recycling company that survives on the tax credits, subsidies, and donations as their income. Plastic is their biggest headache. They would be thrilled to be paid for it.

Seriously? If this stuff was worth so much per pound, there would not be literal mountains of it sitting in bankrupt or cash strapped places like Sri Lanka. They would be processing and selling it. India would not be searching for solutions, they would be selling it to their petrochemical companies. In the US, the most technologically advanced country, we bury the VAST majority of it as useless waste. Most of the rest is incinerated. Where are you getting your basis for the plastic scrap costs? I know locally here in FL they have been incinerating for years since they can't sell without a loss as virgin is cheaper.

Governments will provide grants and forgivable loans for buildouts... America already announced $10billion set asside for these efforts. They will also create centralized locations for feedstock which will always be available
This industry will be subsidized by governments around the world...
If you are a producer or collector of scrap plastic and you can sell properly sorted scrap plastic for say 30 to 50 cents per pound then the operator of a CLNV plant will need to PAY to get the material. No tipping fees would be received by CLNV. The reason that plastic scrap is so high as it is a practical feedstock alternative to using virgin oil or pellets.

At this current moment there are 1 million single use plastic containers being purchased every 60 seconds. 60 million an hour. What do you think your detergent,shampoo,water,bleach etc is going to come in? Cardboard? Glass? There will ALWAYS be an overwhelming supply of feedstock..more than 100 companies could possibly handle. Plastic pollution is never going away.
Anyone thinking the issue with plastics is only 6 pack plastic rings, soda, and bags are mistaken. The global plastic issue is industrial too, which produces way more plastics than other industries. And with solutions in place to turn Plastic-to-Energy like CLNV has, any small bans by these areas for single use plastics would likley be lifted. The fact is plastics wont go anywhere and CLNV will work with governments to recycle and turn into energy. This is why the United States put $10 Billion aside recently for this technology.
Never said they would go away. Single use shopping bags are almost gone in the EU and Canada. Single use straws have gone back to heavy paper. Plastic food service containers and foam trays are being replaced with cardboard. The six pack plastic rings are being phased out in those countries as well.
LMFAO... Just watch and find out. The Global Leaders have Ignored Plastic Waste for way to long... Plastic Containers is the most economical delivery and preferred method for companies for goods to consumers, with the recycling problem solved thanks to CLNV the World is in a much better place.
