Article 6
For the purpose of Article 5, an armed attack on one or more of the Parties is deemed to include an armed attack:
* on the territory of any of the Parties in Europe or North America, on the Algerian Departments of France, (2) on the territory of
* or on the Islands under the jurisdiction of any of the Parties in the North Atlantic area north of the Tropic of Cancer;
* on the forces, vessels, or aircraft of any of the Parties, when in or over these territories or any other area in Europe in which occupation forces of any of the Parties were stationed on the date when the Treaty entered into force or theMediterranean Sea or the North Atlantic area north of the Tropic of Cancer.

I was surprised to hear, Thursday, some politicians in Washington making statements that terrorist operations against America are over.
How can they make such claims?
International terrorists are still targeting the U.S. and the American people as never before. Osama bin Laden, Hamas and other well-known and currently unknown terrorist organizations consider America as their number one target.
After such an elaborate and coordinated attack was just conducted against the U.S., isn’t it reasonable to think that the terrorist groups, backed by powerful nations, might a) already have plans for an escalation of such attacks, or b) now, seeing the vulnerability of the U.S., become encouraged and launch additional attacks?
Since I defected to the U.S. from Russia, I have been always somewhat perplexed by the politically correct thinking in Washington and among the U.S. media.
The media are now openly criticizing the President for remaining in Air Force One and not returning immediately to New York or Washington.
The President acted very correctly and very smartly. As I recall, America has a Constitution. The President’s sole real responsibility is to preserve your Constitutional government – not to hold press conferences.
Obviously, the President and his advisors understood that there was a real possibility of a larger threat – perhaps nuclear – and one the media doesn’t want you to know about.
Let me explain. When I defected in the 1990s from Russia’s GRU – its military intelligence - I told the FBI, the CIA, the DIA, anyone that would listen – that the Russians already had elaborate war plans against the U.S.
I suggested that such a war might begin with a diversion, some sort of terrorist attack. With people’s attention focused elsewhere, special troops could storm Capitol Hill, the Pentagon, the White House – to kill American leaders.
I also warned the American government that I believe Russia has already smuggled small nuclear devices into the U.S.
I have no doubt that Russia has been behind many of these terrorist groups, financing and equipping them.
The President acted prudently. He continues to do so, by understanding the new, larger attacks may occur.
He also knows just how weak American intelligence agencies are after the Clinton-Gore administration.
Also, these terrorists are funded and sponsored by countries Iraq, Iran, Libya, Syria and by other rogue nations (all closely aligned with either Russia or China). These terrorist groups and nations want nothing less than war against Western civilization.
First of all they would like to destroy the U.S., the recognized leader of the civilized world.
On Sept. 11, terrorists used the so-called "cheapest" way for the destruction of symbols of American financial and military power. By doing it this way, the terrorists show just how vulnerable we are. It also allows them to have a place from which they can escalate the terror.
This suicidal attack could have been prevented, but that did not happen.
However, Tuesday's tragedy very clearly demonstrated the depths of terrorist penetration through the American nation - where they are operating, as if they were in their own backyard - and, for example, using American training facilities for the preparation of the attacks against American people.
I am continually amazed how easy the American government makes it for enemies to penetrate American society and institutions. I am also amazed how many American journalists dislike America, and openly work against this country.
From now on, we know for sure that there are hundreds if not thousands of terrorists who are living among us in America.
They are preparing to continue the war against countries, which provide them hospitality, including dozens of so-called "sleepers" or specially trained terrorists who pretend to be U.S. citizens and residents. 24 hours a day, every day, they are waiting for the wake-up call from their organization leaders for a new attack against American people.
The next attack may be more severe.
According to Western intelligence estimations, the most powerful international terrorists organizations already have access to weapons of mass destruction, including chemical, biological and nuclear weapons and materials.
There is no doubt that the leaders of terrorist organizations already have their own combat groups in America. Next time they could use, against the American people, weapons of mass destruction or so-called "expensive" weapons, which could be delivered to the U.S. very soon, if they aren't already deployed inside America.
It's very difficult to understand the logic of terrorists and impossible to predict their next targets.
The war against America declared by international terrorism is REAL, PRESENT and DANGEROUS.
We will win this war if, instead of words about defending America, we will do everything possible, practically, for the protection of our country and lives of the American people. There is no time for talking and promises any more. It's time for ACTION.
THE invocation of Article 5 of the North Atlantic Treaty is unprecedented. It does not, however, at once enhance the military power that America will deploy in its war on terrorism. It merely makes it possible for Washington to call on its allies to lend assistance. What assistance will be given remains for each to decide.
The declaration does have the effect, however, of defining what will now be a theatre of war. It includes not only the territories of the member states, but also the North Atlantic "area" - the whole of the world north of the Tropic of Cancer. That line runs just under the mouth of the Gulf and below the southern coast of Iran. What may be presumed to be the primary target states, Afghanistan foremost, therefore lie within it.
It is also important that the invocation of Article 5 will not limit America's freedom to act unilaterally, which may prove vital if some or any of its partners jib at measures it decides to take.
As sympathy for its plight fades, together with revulsion at the atrocity, it is possible that states less resolute for armed action and more sympathetic to the Arab world will shuffle their feet. France comes immediately to mind, but Italy may also backslide, perhaps Germany as well.
Militarily that will not signify greatly because none of those states, except France, has worthwhile military forces to deploy. Nor do any of the continental European Nato states have bases to offer in the probable operational area. The over-flying and logistic facilities they could make available would be valuable; real force, however, will come from America's own resources and is being assembled urgently at this moment.
Britain, at least, can be counted on - as always. Tony Blair has already said the right things and will undoubtedly hold true to his words. He will be supported wholeheartedly by the British people, in whom the New York horror has reawoken that sense of Anglo-American solidarity that animated the United Kingdom during the Second World War.
Britain can actually lend something substantial to America's war effort. Small though our Armed Forces are, they are well balanced and of high quality, with particular skills in expeditionary and low-intensity operations that will prove useful. The American special forces have largely learnr their expertise from ours, which they admire, and they will be ready to call on their help without demur. Such help will be given fully.
What, however, will America do of its own accord? No obvious targets have yet been identified. The evil-doers have not declared themselves and there is a variety of culprits to be blamed. Islamic fundamentalist movements, it is generally agreed, are at the centre. Both supposed motivation - hatred of America, "the great Satan" - and methods of operation point to them.
Suicide attacks have, since the civil war in Lebanon that began 30 years ago, become the preferred method of Islamic protest, and the displaced peoples of that region, Palestinians foremost, provide candidates for martyrdom in profusion. Not only Palestinians, however; young men of many other Islamic nationalities, including Afghans, flocked to Lebanon while it was a base for operations against Israel, learnt suicide techniques there, imbibed the spirit of fanaticism and took it home.
The target is therefore diffuse. Because of the Islamic diaspora, there may now be suicide cells in many countries, throughout the Middle East and North Africa, of course, but also in western Europe. There are certainly potential suicide bombers in Britain.
The root of the evil, now clearly associated with Osama bin Laden's group, lies, however, in the Islamic world and probably in Afghanistan. The problem is how to strike at it.
Afghanistan is a remote country of difficult terrain, ruled by fanatics who do not fear retaliation. Moreover, taking war to the Afghans has a bad history. The British, in three wars, twice came off badly - in 1842 and 1919. The Russians came off very badly indeed in the last days of communism. Pessimists will, therefore, probably argue that an American campaign against Afghanistan, to root out terrorists who shelter there, is also doomed to failure.
It should be remembered, however, that, in 1878, the British did succeed in bringing the Afghans to heel. Lord Roberts's march from "Kabul to Kandahar" was one of the most celebrated of Victoria's wars. The Russians, moreover, foolishly did not try to punish rogue Afghans, as Roberts did, but to rule the country. Since Afghanistan is ungovernable, the failure of their effort was predictable.
The Americans should try to repeat Roberts's success. He, however, operated from a firm base within India. Modern India is unlikely to offer America such facilities. Where else might they be found?
Ironically, it seems possible that America may look to Russia. There are two reasons why President Putin might help. The first is that Russia is also plagued by the menace of Islamic terrorism that, in Chechnya, has inflicted humiliation on the successor to the once-great Soviet army. The second is that lending assistance to Nato might persuade the alliance to admit Russia to membership.
Since the collapse of communism, one of the main strands of Russian foreign policy has been to seek closer alignment with the West. Russia has been constantly rebuffed - it took particularly badly the sop of membership of the so-called Partnership for Peace, but perhaps there has - until now - been no substantial basis on which the leader of the former Warsaw Pact and Nato could have made common cause.
But the world changed on Tuesday. America and Russia may well now be able to agree a common cause in the war against nihilistic terrorism and to join in military alliance. For those who regard the combination of national humiliation and international ostracism that Russia has suffered since 1989 as dangerous and undesirable, an American-Russian reconciliation would be a wholly beneficial outcome of Tuesday's atrocity.
Given bases, America can undoubtedly wreak terrible vengeance on its new-found enemies. We may expect operations as improbable as Tuesday's itself. With appropriate logistic facilities, America's deployable ground-air forces, such as its two air-assault and airborne divisions, could move from the regions bordering Afghanistan's northern frontier with the former Soviet Union to inflict violent strikes on its Islamic enemies. America would not seek to change the regime, but simply attempt to find and kill terrorists. It would do so without pity.
There would be no more fear of the body-bags coming home. There are body-bags aplenty in Manhattan this week and young Americans will risk their lives, with a fervour as intense as any Islamic suicide killer, to do their duty to honour and country.
America, once roused, is a terrible enemy to fight, as Japan found on Okinawa and Iwo Jima. Those islands were captured, not by air power or naval bombardment, but because young GIs and marines were better and braver soldiers than their Japanese opponents.
There are other current movements of which to take note, as yet insubstantial but certain to gather concrete form. One is the retreat of human rights lawyers from the forefront of public life. America in a war mood will have no truck with tender concern for constitutional safeguards of the liberty of its enemies. The other, which ordinary Americans will have to learn to bear, is interference with their liberty of instant electronic access to friends and services.
The World Trade Centre outrage was co-ordinated on the internet, without question. If Washington is serious in its determination to eliminate terrorism, it will have to forbid internet providers to allow the transmission of encrypted messages - now encoded by public key ciphers that are unbreakable even by the National Security Agency's computers - and close down any provider that refuses to comply.
Uncompliant providers on foreign territory should expect their buildings to be destroyed by cruise missiles. Once the internet is implicated in the killing of Americans, its high-rolling days may be reckoned to be over.

Global Intelligence Cooperation Comes With Risks

Summary
The United States is now building coalition support for its response to Sept. 11 terror attacks. The chief benefit of cooperation with the international community will be intelligence. The ease with which the terrorists struck demonstrates a gaping hole in U.S. intelligence capabilities that allies may help to fill. A host of nations have jumped at the chance to build cooperation with the United States, but such collaboration comes with a price.
Analysis
U.S. Secretary of State Colin Powell said Sept. 13 that the United States would seek to build a coalition response to terror attacks in Washington, D.C., and New York City. A host of countries -- including China, India, Israel, Pakistan, Russia and Saudi Arabia -- have offered to help the United States track down those responsible.
The offers come when the United States has dire need for intelligence on the activities, operations, networks and funding of foreign terrorist organizations based in Africa, the Middle East and central and southeast Asia. But global counterterrorism cooperation among a group of nations could be a catch-22 for the United States. Other nations will seek to shape the United States' coming war against terrorism to suit their own interests.
For Washington, this presents a strategic dilemma. Cooperation is necessary and invaluable, but the benefits must be weighed against the motivations of the many actors involved. This will hamper counterterrorism efforts. The United States is also inclined to act unilaterally. Dependence upon foreign sources for intelligence would make this impossible. But the United States cannot decline all foreign support. The radical Islamic groups most likely involved -- although organized into a loose network -- act in concert. Fighting them will require cooperation.
Washington needs the intelligence capabilities of other nations. For example, India, Israel and Russia can provide significant human intelligence sources and foreign language skills. Both are vital to exposing the terrorist network involved in the recent attacks. Other nations can also provide intelligence on terrorism networks within their own countries, as well as the groups' sources of funding, likely sponsors, and intelligence-gathering and other capabilities.
Many of these nations have a wealth of information on counterterrorism methodology and decades of experience fighting militant groups. These countries and others -- especially cooperative moderate Arab nations -- can help U.S. intelligence officials penetrate countries where spying is normally difficult.
From a logistical and technical perspective, such cooperation could give Washington a competitive advantage for a war in which intelligence will be the most valuable weapon.
But accepting such assistance comes with a price. The trap is simple: By pinpointing groups like Palestinians and Chechens, nations such as Israel and Russia could seek to manipulate the U.S. response in order to combat their own enemies.
Israel immediately offered intelligence and military assistance to the United States following the Sept. 11 attacks. Israel is eager for the United States to identify a common enemy and to gain U.S. support in its own problem with Palestinian militants. Prime Minister Ariel Sharon, in conversations with U.S. Secretary of State Colin Powell, compared Palestinian Authority leader Yasser Arafat to Saudi dissident Osama bin Laden -- the United States' prime suspect, Israeli radio reported Sept. 13.
Collaborating with Israel could put the United States in a difficult position. Already, the attacks in the United States have granted Israel virtual carte blanche in dealing with suspected Palestinian militants. Sharing intelligence about insurgent groups in the Middle East with Washington will once again position Israel as an indispensable U.S. ally, ensuring continued support in its war against the Palestinians and possibly future conflicts with Arab neighbors.
Many other nations could benefit in the same way. For example, India has already offered to help the United States if investigators link the Sept. 11 attacks to bin Laden and his operations in Pakistan, the Times of India reported Sept. 13. India would gladly use U.S. resources to stamp out radical Islamic groups in Pakistan as these groups are fighting in Kashmir, territory over which India and Pakistan have fought three wars.
Similarly, Russia stands to gain from helping America. The Russian Federal Security Service has already identified the Pakistan-based radical Islamic group Jaamat e-Islami as the likely suspect in the suicide hijackings. The group has been tied to Chechen rebels and a spate of bombings in Russia in 1999, according to ITAR-TASS. Moscow has its own reasons, however, to finger a group connected to the Chechens and targeted by India: By condemning these groups, the United States will be forced to drop its own criticism of Russia's operations in Chechnya.
Other countries can use a global intelligence coalition to their own benefit. Even if they are not directly threatened by Islamic fundamentalist groups, by sharing intelligence and collaborating with the United States in a global war against terrorism, they would have a plethora of opportunities to gather intelligence on potential rivals or stretch their own military reach.
For instance, the head of the Japanese Defense Agency announced Sept. 11 that Japan would fully support the United States and act with it to deal with terrorist attacks, The Associated Press reported. If Japan can frame its military restructuring as an international counterterrorism effort, that would go a long way to help Tokyo avoid many problems associated with the legacy of its World War II militarism and with domestic and foreign opposition.
European countries will seek to strengthen their own counterterrorism measures and benefit from American financial resources. Though Spain, for instance, is not likely to claim that Basque separatists were involved in the World Trade Center and Pentagon attacks, cooperation with the United States can advance Madrid's efforts to end its problem with separatist rebels.
People the world over see the attack on the United States as a tragedy. But foreign governments will look to turn it into an opportunity to solve many of their own national security problems. The United States will accept help to a limited degree although ultimately it is more likely to implement policy on a unilateral basis. But with a united enemy, a disunited coalition puts the United States at a disadvantage not easily overcome.

Developer Said Committed to Rebuild WTC
NEW YORK (Reuters) - The New York developer who led the group that bought a 99-year lease of the World Trade Center said he is determined to help rebuild the complex, as well as 7 World Trade Center, a neighboring office tower that also collapsed in the carnage, the Wall Street Journal said in its online edition on Friday.
``It would be the tragedy of tragedies not to rebuild this part of New York,'' said Larry Silverstein, who closed on the $3.2 billion deal with his partner Westfield America Inc. in late July.
``It would give the terrorists the victory they seek,'' Silverstein said in an interview with the newspaper from his Fifth Avenue office.
Silverstein, 70, a New York civic leader as well as a prominent developer, emphasized that any planning for rebuilding had to wait until after people dealt with the human toll of the tragedy, the article said.
The victims may include four of his employees, who are still missing, it said.
Silverstein said in the interview he felt a moral obligation to rebuild. ``The city is not dead and can't be allowed to die,'' he said. ``We owe it to our children and to our grandchildren.''
Other real estate executives have questioned whether any tenant would want to locate in such a tall building after Tuesday's terror attacks. Silverstein said that whatever replaces the World Trade Center won't necessarily have to be so high, the article said.
He said a memorial for the victims should also be developed on the site.
Silverstein said that once the victims of the attacks are found and their families cared for, he will turn his attention to the insurance, leases and enormous legal issues.
The 99-year lease is insured in case of an act of terrorism. As for leases and other documents, many of them destroyed, he said. ``It's going to take huge amounts of time to deal with the magnitude of the paper issues.''
The World Trade Center was leased by its owner, the Port Authority of New York and New Jersey.
According to the newspaper, two-thirds of the $125 million in equity came from a group led by Lloyd Goldman, the head of another New York real estate family. Silverstein formed another group of investors to contribute his third of the equity.

Airline employees breach security to prove a point

(9/13/01) — Three Northwest Airlines employees intentionally breached a security checkpoint at Sky Harbor International Airport as flights resumed Thursday.
Two ground crew employees cleared the checkpoint with a pocketknife and a corkscrew while a pilot passed without proper identification, airport spokeswoman Suzanne Luber said.
"Once they did that, they turned around and said, 'Hey, look what we did,"' she said. Their point: to show that security gaps still exist days after terrorist attacks in New York and Washington, she said.
Airport officials evacuated the terminal's north concourse and swept it for dangerous materials. Nothing was found and the concourse was reopened.
Luber said she did not know happened to the three employees. "We would ask that nobody intentionally try to break security," she said.
A Northwest spokesman didn't immediately return a call Thursday.
Northwest provided limited service for a short time Thursday but it had canceled all flights by the evening, without providing details.

Sept. 13 — Authorities took 10 people into custody from New York City's two major airports after finding they had false identifications and knives, law enforcement officials told ABCNEWS.com.
Officials fear the two groups of people may have been set to mount a second wave of terror following Tuesday's attacks on the World Trade Center and the Pentagon. The New York area's three major airports were shut down.
Between 4:15 and 5 p.m. ET, four men were detained trying to board a United Airlines flight to Los Angeles at John F. Kennedy International Airport, officials said. They had open tickets to various places in the United States, dated Sept. 11, the date of Tuesday's attack.
Officials also said they had multiple fake IDs, knives, and flight certificates from Flight Safety International in Vero Beach, Fla., one of the schools the suspected terrorists were allegedly trained.
Following the detention of the four men, a female was also detained for allegedly acting in a support role.
Hours later, at LaGuardia Airport, police detained five men who also had open flight tickets, knives, fake pilot licenses and identification. All 10 people are being questioned by authorities tonight.
Black Box Recovered
The flights in New York were halted wreckage investigators in Pennsylvaniarecovered the black box from a hijacked airliner that crashed in Shanksville, but it was not known whether it was damaged. Probers have said they hope the cockpit voice recorder in the black boxes of all four aircraft hijacked in the attacks will help track down the group responsible.
The aircraft was United Airlines Flight 93, that last of the four planes to go down. All on board were killed.
Investigators at the Pentagon also said they were closing in on a black box there, and have heard the pinging the recording devices are designed to emit. They hope to locate it soon, but say the pinging seems to be coming from an unstable part of the building.

To react when emotions are pumped , like they are now, could be a mistake. I would hate to think that we nailed the wrong criminal,even though he has committed his share of terrorism. We want the one who actually did it. He may very well did it, but the US has more than one enemy. In our haste to react, I for one don't want the true culprit to get away with it. Before this week he had killed hundreds of Americans here and around the world. Other than a few rockets being fired in his direction, the Clinton administration did NOTHING. I would think that Bin Laden feels that we will do nothing based on these past 8 years.
I know that GWB will respond but we need to start now. He has been indicted and we need to demand that Afghanistan surrender him now.

NEW YORK--UPI-- A CIA-led damage control assessment team will begin extensive probes into allegations that accused FBI spy Robert Hanssen revealed secret plans for protecting the U.S. president and his successors in the event of a nuclear attack, according to senior CIA sources Wednesday.
The new revelations may clarify why the President, on the day of the attack, did not hurry back to Washington, DC, but took steps to maintain the continuity of government if it was attacked.
Intelligence sources close to Paul Redmond, the new chief of the damage assessment group, said Hanssen was believed to have compromised "not billions but hundreds of billions" of dollars worth of highly classified information regarding "Continuity of Government" plans to the Soviets.
U.S. officials who spoke on condition of anonymity told United Press International that the "Continuity of Government" program dealt with the succession of political authority in the event of war.
Successors to the president were tracked at all times, said these sources. One system, the Central Locator System ensures that successors to the president are never in the same place at the same time. During the State of the Union address, one Cabinet member is still kept in a classified location in case of a disaster on Capitol Hill.
But according to John Pike, director of Globalsecrity.com, a major change of approach to the issue came in the 1980s. U.S. intelligence experts realized that even though they could be hardened, huge bunkers could not escape surveillance by Soviet satellite. There was also a rebellion against being "hunkered down and bottled up" in a fixed site, Pike said.
It was decided to use national parks or resort areas as sites from which to conduct nuclear retaliation measures. "It was a 'hide in plain sight' idea," he said.
The president and his advisors would be put in a regular van or all-terrain vehicle, followed by eighteen-wheeler trucks that would look like any other traffic on any American highway. Once they reached the special campgrounds in the national parks, they would enter a hardened site and operate from there, Pike said, and that several sites in the Shenandoah Valley were built up in the 1980s.
Paul Bracken, a political scientist at Yale who is an expert in nuclear command and control, corroborated this, saying that the new plans were part of "Presidential survivability" measures.
Pike and Bracken said the United States had gotten the idea from the Soviets who were discovered to be building all sorts of resorts and recreational areas along the Black Sea and in, or around Moscow. A former senior CIA official said that Yamantau Mountain, in the Urals, is clearly such a Russian site and work on it continues to this day.
Pike said he had heard that Hanssen had given the Soviets and Russian information about such plans and he wasn't surprised. Human intelligence sources would be the best way to develop information on this topic, he said.
According to U.S. officials who spoke on condition of anonymity, the "Continuity of Government" programs dealt with the chain of succession in the civil authority in the event of war. According to one official, in the normal order of things: "If the president were to be killed, the chain of succession follows with the vice president, the speaker of the House, the president pro tempore of the Senate, and then through the cabinet secretaries in order of their creation: State, Treasury, Defense, Justice, Interior, etc."
In the 1970s, "Continuity of Government Plans" involved two helicopter squadrons, one operated by the Marine Corps, Squadron HMX-1, which was on alert at Andrews Air Force Base, Maryland, 24 hours a day, seven days a week, according to a former squadron pilot.
In the event of an attack, a "souped-up" H-3 helicopter, followed by a heavily armed gunship, would have barreled in to land on the South lawn of the White House, taking the president and his advisors to huge bunkers called "wartime relocation centers."
A second squadron, HS-1, tracked presidential successors. The squadron would "swoop into area "where the presidential successors were going to be," land, and take them to safe-hardened bunkers or silos, this source said.
Both squadrons were based at Andrews Air Force Base, Maryland, on 24-hour, seven day alert, the former pilot said.
According to U.S. officials, one huge bunker, called Site 2, Ravenlock, was located near Camp David, Maryland. The other, Mt. Weather, was located on the West Virginia border.
"The deal was that any new cabinet member, within six months of being appointed, was to be actually picked up and flown to these sites to that they were familiar with the infrastructure," the former pilot said. "They were to know our faces and we were to know theirs."
The squadrons often did simulated passes over the sites to familiarize themselves, he said.
In the late 1980s, under President George Bush, the Continuity of Government label was changed to "Enduring Constitutional Government" measures.
According to Bracken, the National Security Reorganization Act set up a decentralized system consisting of primary and secondary command centers. Since major command centers could be easily destroyed by a Soviet ICBM attack, the attack would isolate the secondary centers from orders needed to launch retaliatory strikes against Moscow.
Only "the viable survival and functioning of a presidential command center" would enable the United States to retaliate. The presidential command center would also act as a brake on secondary command centers "pre-delegated" by the president to release nuclear weapons.
Bracken says that the identify of those who can pull the nuclear trigger is kept classified "to keep those elements from being targeted."
But he also said that the president has given nuclear weapons release authority to several commanders of the North American Air Defense NORAD system and to "six or seven three- or four-star generals."
U.S. intelligence officials told UPI that there used to be a flying Strategic Air Command Boeing 747 "Knee Cap" airborne command center that was in the air 24 hours a day, making it a difficult target for hostile missiles. The aircraft would fly an eight-hour shift and has a two-star general aboard. After eight hours, an identical plane would replace it.
That aircraft is currently grounded, these sources said but could be quickly reactivated.
There are other back-up systems still in existence, they said. One, is the Emergency Rocket communications System that are fitted with radios that keep a code to forces on the ground when launched, active until the early 1990s but easily reactivated, they said.
There is also the Post-Attack Command and Control System, a secret network of airplanes capable of launching a U.S. retaliatory strike in an emergency. These are believed to be still in existence. -- Copyright 2001 by United Press International. All rights reserved. --

Bush Says He Is Preparing for War

President Bush made it clear today that he is preparing for war and asked all Americans to spend Friday's lunch hour at a house of worship in prayer for the victims of terrorism.
"I've been on the phone this morning, just like I was yesterday, and will be on this afternoon on the phone with leaders from around the world who express their solidarity with this nation's intention to rout out and to whip terrorism," Bush said.
Bush invited television cameras into the Oval Office this morning to watch him work for a few minutes, and networks showed it live. After finishing a telephone call to New York leaders, he stood informally behind his desk and declared his determination to "lead the world to victory" over the perpetrators of Tuesday's suicide plane crashes at the World Trade Center and Pentagon.
"I'm a loving guy and I'm also someone, however, who's got a job to do, and I intend to do it," Bush said, with an uncustomarily hard look in his eyes and set to his mouth. "This is a terrible moment. But this country will not relent until we have saved ourselves and others from the terrible tragedy that came upon America."
Bush will travel Friday to New York City, where officials said 94 people are listed as dead and 4,763 as missing. This morning, his eyes were moist as he and First Lady stopped by the Washington Hospital Center to visit some of the seriously injured victims from the crash at the Pentagon, where officials announced that approximately 190 people perished.
But Bush today was clearly moving beyond his pastoral role and was focusing his efforts on being commander-in-chief. This morning, he made a series of calls to world leaders as part of what White House press secretary Ari Fleischer called "his effort to assemble an international coalition that stands united to combat terrorism."
"I will continue to stay on the phone," Bush said. "There is universal support for the American people, sadness in their voice, but understanding that we have just seen the first war of the 21st century. And there is universal approval of the statements I have made, and I am confident there will be universal approval of the actions this government takes."
The White House declared Friday will be a national day of prayer and remembrance, and Bush is to attend a church service in Washington. Fleischer said Bush is calling on Americans "to take time during their lunch hour to attend prayer services at churches, synagogue, mosques, other places of their choosing, to pray for our nation, to pray for the families of those who are victimized by this act of terrorism.
Fleischer said Bush started the day with calls to Japanese Prime Minister Junichiro Koizumi, Italian Prime Minister Silvio Berlusconi, Saudi Crown Prince Abdullah and NATO Secretary General George Robertson. Reporters at an off-camera briefing asked again and again, but Fleischer would not say whether Bush is asking other nations for military help or money or basing rights or what.
"What you're really asking me to do is indicate does this mean the United States and nations around the world are engaged in military planning, and I'm not going to discuss anything that deals with military planning," Fleischer said.

You used helpless American bodies, to take out other American bodies, but like a poor marksman, you STILL missed America.
Why? Because of something you guys will never understand. America isn't about a building or two, not about financial centers, not about military centers, America isn't about a place, America isn't even about a bunch of bodies. America is about an IDEA. An idea, that
you can go someplace where you can earn as much as you can figure out how to, live for the most part, like you envisioned living, and pursue happiness. (No guarantees that you'll reach it, but you can sure try!)
Go ahead and whine your terrorist whine, and chant your terrorist litany: "If you can not see my point, then feel my pain."
This concept is alien to Americans. We live in a country where we don't have to see your point. But you're free to have one.
We don't have to listen to your speech. But you're free to say one.
Don't know where you got the strange idea that everyone has to agree with you.
We don't agree with each other in this country, almost
as a matter of pride.
We're a collection of guys that don't agree, called States.
We united our individual states to protect ourselves from tyranny in the world.
Another idea, we made up on the spot.

My cousin was on the 104th floor of Tower 1. He did get a chance to call his wife & told her a plane had crashed into the building, they were evacuating, and he would see her when he got home.
I'm glad they had the chance to talk.

On the way home yesterday I heard one of the most simple things that greatly disturbed me.
For all Americans, ask your children if they say the "Pledge of Allegiance" to the US flag. I was shocked to hear that many schools eliminated it years ago! The sole reason is because it said "under God" in it.
Every school day of my youth, I recited the Pledge. Upon looking at the flag & living close to Philadelphia; it always brought images of George Washington, Redcoats & Hessians, the Liberty Bell and the Birth of our Nation to mind. I'm sure that most of my generation remembers saying the Pledge and other personal memories.
Some of our children do not know of the Pledge. It was as much a part of our day as brushing our teeth or recess.
Find out if your children say the Pledge. I must say I was surprised to find that one of the most fundamental parts of our lives growing up in America is not being practiced anymore.

The Pledge of Allegiance
Thirty-one words which affirm the values and freedom that the American flag represents are recited while facing the flag as a pledge of Americans' loyalty to their country. The Pledge of Allegiance was written for the 400th anniversary, in 1892, of the discovery of America. A national committee of educators and civic leaders planned a public-school celebration of Columbus Day to center around the flag. Included with the script for ceremonies that would culminate in raising of the flag was the pledge. So it was in October 1892 Columbus Day programs that school children across the country first recited the Pledge of Allegiance this way:
I pledge allegiance to my Flag and
to the Republic for which it stands:
one Nation indivisible, with Liberty
and Justice for all.
Controversy continues over whether the author was the chairman of the committee, Francis Bellamy - who worked on a magazine for young people that published the pledge - or James Upham, who worked for the publishing firm that produced the magazine. The pledge was published anonymously in the magazine and was not copyrighted.
According to some accounts of Bellamy as author, he decided to write a pledge of allegiance, rather than a salute,because it was a stronger expression of loyalty - something particularly significant even 27 years after the Civil War ended. "One Nation indivisible" referred to the outcome of the Civil War, and "Liberty and Justice for all" expressed the ideals of the Declaration of Independence.
The words "my flag" were replaced by "the flag of the United States" in 1923 because some foreign-born people might have in mind the flag of the country of their birth, instead of the U.S. flag. A year later, "of America" was added after "United States." No form of the pledge received official recognition by Congress until June 22, 1942, when it was formally included in the U.S. Flag Code. The official name of The Pledge of Allegiance was adopted in 1945. The last change in language came on Flag Day 1954, when Congress passed a law which added the words "under God" after "one nation."
Originally, the pledge was said with the right hand in the so-called "Bellamy Salute," with the hand resting first outward from the chest, then the arm extending out from the body. Once Hitler came to power in Europe, some Americans were concerned that this position of the arm and hand resembled the salute rendered by the Nazi military. In 1942 Congress established the current practice of rendering the pledge with the right hand placed flat over the heart.
Section 7 of the Federal Flag Code states that when not in military uniform, men should remove any headdress with their right hand and hold it at the left shoulder, thereby resting the hand over the heart. People in military uniform should remain silent, face the flag and render the military salute.
The Flag Code specifies that any future changes to the pledge would have to be with the consent of the President.
The Pledge of Allegiance now reads:
I pledge allegiance to the flag of the United States of America ;
and to the Republic for which it stands, one Nation
under God, indivisible, with liberty and justice for all.

I am a trader, I understand what it is traders must do. We are trained to try to profit from all situations, that is our job. This morning from London they have reported that the traders have closed out all their positions and are now refusing to trade until we open. The ones who have made money have deliberatly givin it back. Do you understand? They have CLOSED ALL their ongoing positions, which may have been short and long oil, they REFUSE to profit from this. God Blesss those Brits everyone of them. We triumph over evil on this one. I too am short and am long gas. I too had been planning to close out my trades at the open and to give away any profit. I hope they keep the markets closed for however long it takes to stabilize. Whatever is best for this country. I just wanted to let you know, that the people who are profiteers first and rabid capitalists have all decided it is more important to be human. It makes me want to bawl my eyes out, because it is the right thing to do and it is another way to show , that they have not won.
