If he was not waiting because there was no viet nam deal THEN he would be stalling while trying to figure out what to do.

If he is stalling he has control over the next step and is choosing not to take it.

If he is waiting the next step s not in his control and so he could do nothing about the delay.

Use of the word is as simple as trying to point in a direction.

Stalling....bad
Waiting.... not bad.

We have to always point to bad right?
So we use the word "stalling" so that it is a bad thing he is doing intentionally to the shareholders.

After all you and all the shareholders are WAITING right? Or would you say you are stalling?
