thats exactly right...they could move forward with the s-1 but are stalling...why?...because with the s-1 still pending, it supposedly keeps kim in an sec required quiet period...which is exactly what he wants...

kim has nothing without the ability to mass produce...forget the pilot facility...thats not enough...

so yea, hes stalling, hoping for good news on vietnam...hes waiting to hear one way or the other...

you are wrong if you think anything vietnam related is required for the s-1...it is not...
