VPWR has unique technology that counties need for their voting issues. Their technology is sorely needed and would provide the answer to many problems that counties face.
This is a company I feel could maybe be a take-over candidate and IMO at these prices is a steal...

$10,000 investment @ .10 gets you 100,000 shares and 2.5% of the total float. Maybe be hard to get that amount w/o having to chase it, it moves on 5,000 buys. Not a bad deal if they make this a multi $$ stock.

It looks like Teneros's products are something that could be used by Vote Power. These guys have raised $84.5 million in funding since the company was created a few years ago. Other investors include Goldman Sachs, New Enterprise Associates, and Sevin Rosen Funds.
Looking at this guys background (serving on this board and his other experience) I cannot see why VPWR cannot get similar funding with his pull. Why would he join as an executive here if there was not something going on...

Mezzanine funding – Short term lending for the long term benefit.
Mezzanine funding, in a generic sense, is a venture capital term used to describe funding for a company that is somewhere between being a startup and IPO, or Independent Public Offering. It can come in the form of stand-alone subordinate debt (the most common) or equity transactions. Sometimes it will start off a as a standard debt loan with interest, and if the initial loan is not paid back on time or in full the lender will take an equity ownership role.
Since there is a lot of risk involved for the lender, or investor the interest rate is much higher than a regular loan. The main purpose of this financing is to give a business the opportunity to get the capital they need much quicker while they wait to get a bank loan, or while they get their financing in order to improve chances of getting approved for a loan.
This additional financial leverage can facilitate:
