stop losses are insurance for the MMs, in times of despiration just beat the price down and MMs can buy out all the stop losses, only contingency on them by finra/sec is they to be MMs must sell their product into the MARKET. So they do the Shop till you STOP for real. At different levels stops work just as a saftie for investor but other times they are the baby for MMs.
