F6, Is it possible that the author assumes all Chinese company's get the same rate? ZTE may have been lumped in with Huawei, unless the author has some inside information just revealed in his article.

If IDCC announced its intention to dismiss the 337 investigation without a companion announcement of settlement with Zte, the Nok and Samsung lawyers should ride buffaloes into the ITC screaming blatant unFRANDly actions on the part of IDCC. Be prepared for an announcement from IDCC soon if the article is true. Further, IDCC owes its shareholders an 8k regarding any settlement with Zte.
