You are kind of looking under the skirt of a complex sales process IMO, Bear. In things like this there are initial contracts, substitutions, up-sells, replacements, transfers and resells, etc. Looking through a straw like this might lead you to some false conclusions IMO. This is an itty-bitty sale, and sales like this can be part of a totally different trajectory. I can't clarify this for you but I do think the portal you have chosen might lead you to a less than accurate picture. Remember, states have many different departments such as EMA or National Guard for example. My advice is not to jump to any conclusions based on limited data. JMO. Best regards, IJO
