They Have Results

The USPS has done their own testing per an earlier PR or maybe in the financials (not sure where I read it), if memory serves me they observed savings of around a gallon per day (gpd) and the 2013 Year In Revue PR indicated that it would take 4 months to pay for the DynoValve. The USPS is different in that they do not look at mpg, rather they look at gpd. Not every USPS vehicle runs through a suburban area mail box to mail box with a hundred feet between them (they also need to get to the neighborhood in the first place). In rural areas, they may drive a half mile or more between stops, in big cities they travel from building to building, in some areas they still drive to a neighborhood and get out and walk to deliver. In addition, they also have vehicles that do the pick ups, run between different post offices/airports, and the express delivery vehicles.

Apparently the USPS believes in the product enough to cooperate with SaviCorp in getting independent testing. If it did not work for them, why go for more testing?
