They used some of the old seismic that was available. New world oil did seismic up north Belize and came up dry so there are never any guarantee seismic would have helped.
The argument of treaty being a share selling machine is true for most small public companies looking to raise capital. I don't know why you keep trying to make it a sinister thing when in fact it is not at all
