National chain-store sales fell 1.2% in the first two weeks of February from the comparable period in January, according to Redbook Research's latest indicator, released on Wednesday.
The index's decrease compared with a target for a decline of 1%.
The Johnson Redbook Sales Index also showed seasonally adjusted sales for the latest reporting period improved 3% from a year earlier, compared with a target for an increase of 3.2%.
In the second week of February alone, sales rose 3.2% from a year earlier.
Redbook noted Valentines' Day brought in some shoppers, but in some regions harsh winter weather kept customers away, with some retailers temporarily closing their doors.
