Totally irrelevant! The filing date is what gives priority. It is of little or no consequence if the subsequent process takes 1,2, 5 or more years. What counts is getting the priority date in and THAT is the filing date.
It is, IMHO, highly significant that you choose Brazil, of all countries!, as your sole specific example and focus on rank generalities on everything else while totally ignoring NNVC's specifics which are often highly exceptional to the generalities (the toxicity literally as low as is conceivable, the very high efficacy, etc etc)
The progress of the technology is totally unaffected by the progress of the patent applications (if it was we'd still have early 20th century technologies).
You appear to be the type that generally buys late in the game, after everything about the technology has been nailed down. It's going to be a long and frustrating wait for you, IMHO. You might want to consider just coming back in 2 or 3 years or when the SP is north of $200.
