Where does it say that the SEC is releasing those particular CTOs which it agreed were not to be publicly disclosed?

Why would the SEC release that information if it agreed not to publicly release it?

Your link seems to only include those CTOs where the CTO itself is not confidential. I am not seeing any CTOs where the CTO itself is confidential.

I guess I'm having trouble following how CTOs that are themselves confidential would be reported to the public, especially if they are supposed to be confidential?

None of the cover letters seem to indicate that BOTH the confidential material and the confidential order itself must be treated confidentially.

Here's an example:

Note how only the confidential material, like exhibit xyz, is treated confidentially and NOT the confidential treatment itself.

For your supposition to be accurate, there would have to be a cover letter by the SEC agreeing that BOTH the confidential material (i.e. oil found in the JDZ) AND the request for confidentiality will be treated confidentially and are not subject to material disclosure.

Therefore, in your link, you would have to point to a cover letter that indicates exactly that...and while I did not go through all the cover letters, my sampling did not show the above necessary criterion to validate your supposition.
