For your supposition to be accurate, there would have to be a cover letter by the SEC agreeing that BOTH the confidential material (i.e. oil found in the JDZ) AND the request for confidentiality will be treated confidentially and are not subject to material disclosure.

Therefore, in your link, you would have to point to a cover letter that indicates exactly that...and while I did not go through all the cover letters, my sampling did not show the above necessary criterion to validate your supposition.
