I don't disagree with your premise, but it would seem almost a no brainer for FQM just to do some sort of deal with PTQ just to get them out of the way. Why go through the ordeals with PTQ and the government to possibly put the copper concession at risk or cost more money to you in the end. Doing something sooner rather than later makes more sense to me.
