Allegedly, PTQ has closed access to the Mine, and its workers (200) are protesting near the highway for due payments.

Part of it looks to me like a tactic to reinforce the notion that PTQ is a Risk to Minera Panama. Pressure for a deal perhaps.

MJ everybody at Molejon Petaquilla is working and road is open. But Petaquilla has closed the road to deny access to minera panama for not compling with their agreement with Petaquilla. FQ-MP better get their shit together or game over.
