imo, Considering the situation, I can't think of why anyone, including China's National Development and Reform Commission (NDRC), would not expect the IDCC BOD to meet on the eve of the ITC's FD.

Why would Merritt have to "give cover" for not going to China? I would think that being threatened is enough reason not to go.
