I checked OTC markets website, but it doesn't seem to match up with the finra data.

It does, actually. OTCMarkets uses FINRA's bi-monthly short INTEREST reports, which are what count. The original site for them is:

Those daily numbers mean nothing. They basically have zero to with people selling the stock short.
