You can look within the actual EO and find the test results that were performed by CARB. Below is an easy to read comparison of the emission results that were obtained by CARB that have been summarized by SaviCorp:

Clearly, if you include "work" meaning emission reductions. The testing completed by CARB, while not any kind of endorsement, the CARB test results do confirm that emission reduction did happen after the installation of the DV.

Actually the significance of the CARB executive order cannot be oversold. Hundreds of products attempt to qualify every year and few get the order. Everybody knows California is the toughest state for emissions.
