In ECDC land "executed five year service agreements" probably actually means the schools agreed to let ECDC talk to them about five year service agreements and ECDC has executed that verbal agreement by sending someone there to talk to them.
As has been said, if something was signed, or if there were a contract, it surely would have said that.
