FDA had no choice, they don't work weekends especially now during Gubmint shutdown. Heck the 200 year old Clock in the Capitol can't even get wound because there's no employees to wind it... hehe.

So, when was the FDA supposed to release these documents? They said they were going to provide them two business days prior to the ADCOM. It's not the FDA's fault, it's the system itself that has evolved into a system of trading based upon "Darwin's Law of Natural Selection" Because we have a "Free" market system that is regulated somewhat by the SEC. "When the Cats away the mice will play" is my theory. No one was watching the hen house or has been for what two weeks now?

Or did the FDA release during market hours because it doesn't consider the document suggestive, it's just questions to provide and start a discussion?

A lawsuit against Bloomberg for issuing an erroneous headline has zero chance of succeeding, IMO. Egregious errors by Bloomberg, Reuters, DJ, AP, and other newswire services are astonishingly common because there’s competitive pressure to be first and the biotech writers and editors employed by the newswires don’t really know much about the subject.
