Exactly the reverse of that in most of the OTC.

you haven't been doing this very long, have you?
(1)That is exactly when companies that dilute release news because they need to drive volume to soak up the shares.
(2)This company has no shares available to dilute with because all the shares they have are restricted and have no ability to issue new ones at the moment.
