The way I read this article is various government agencies relentlessly seek ways to undermine security.

Just because one person decided to maintain the integrity of a system doesn't mean another person won't be animated by patriotic fervour.

The various authorities clearly use all sorts of means of persuasion to get access to the system's (and hence the user's) secrets.
