Perhaps they don't have a pilot program in Japan.

That list was compiled by plan4you not gte.
We do have something going near, I think, Iwakuni Japan. Do not know if thats what he meant by pilot program.

I had not noticed Japan missing when I wrote to Mr. Huff earlier. I wrote back asking if Japan was still in pilot program, his reply back:
