alea, further explanation of the term National Security Systems during the speech confirmed it's synonymous with DoD as a whole.

BTW, Plunkett was the only NSA presenter at the conference. In fact, there were only four or five DoD personnel in attendance, including folks from the Air Force and the Naval Research Laboratory.
