The reality is that Plunkett's speech was not about "seeking an antidote to Snowden." It was the culmination of an effort that's been ongoing for a long time - to enable the DoD, the broader government and the broader ecosystem to deploy TC. The Information Assurance Directorate is the NSA division responsible for cyber security as it relates to the protection of data, IP and critical infrastructure, so you are correct in saying the IAD is the appropriate organization to speak up for TC solutions.

It will be several days before we see Plunkett's final memo, after which we should have full clarity, particularly regarding the statement that as of January 15, 2015, all TPMs “for COTS, IA and IA-enabled IT products” must satisfy CNSSP 11 requirements. In the meantime a person from Plunkett's department explained that this means OEMs will have to certify all new TPMs as of that date for the above requirements. I was also told that the following separate statement should apply to activation of TPMs on legacy machines: "In light of the fact that hardware and firmware-based security mechanisms can enhance the overall security of IA and IA-enabled IT products, TPMs should be used". It is believed that these words will remove procurement uncertainty for those sectors of DoD most eager to deploy TPMs in the coming months, although it's probably too late for any volume deployments to occur this fiscal year ending Sep 30th.
